RESOLVED THAT the Bank Reconciliation for the month ending November 30, 2011 shall be adopted as presented.

RESOLVED THAT the CAO, Carolyn Gordon shall be hereby authorized to apply to the Province of Manitoba for a Pesticide Use Permit including the attached list of Pesticides for possible use in control of noxious weeds for 2012.

RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby appoint the following persons as “Honorary Fire Guardians’ for the 2012 Wildfire Season, with the notification of said appointments to be submitted to Manitoba Conservation;

RESOLVED THAT the Council of the RM of Minitonas does hereby approve the list of grants and memberships for 2012 as per Schedule ‘A’ attached hereto.

7. D. Klekta – C. Eisner
RESOLVED THAT the year 2011 be the designated year with regards to the Rural Municipality of Minitonas Tax Sale, and;
BE IT FURTHER RESOLVED THAT all properties with taxes owing for any portion of the year 2010 or prior, shall be offered for sale by public auction, to be held at 11:00 am on November 23rd, 2012 in order to recover tax arrears and all associated costs, and;
BE IT FURTHER RESOLVED THAT Taxervice is hereby authorized to conduct the 2012 Tax Sale on behalf of the Rural Municipality of Minitonas.

RESOLVED THAT the attached agreements for contract services have been reviewed and approved for 2012 as per the copies attached hereto.

RESOLVED THAT By-Law No. 1/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of establishing the positions of designated officers of the municipality shall be introduced and read a first time this 11th day of January, 2012 A.D.

RESOLVED THAT By-Law No. 1/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of establishing the positions of designated officers for the municipality, shall be read a second time this 11th day of January, 2012 A.D.

11. W. Pacamaniuk – C. Eisner
RESOLVED THAT the Council of the RM of Minitonas hereby appoints the CAO, Carolyn Gordon, Assistant CAO, Kasey Chartrand and Assistant CAO, Sandy Nahnybida as Designated Officers for the municipality.

12. E. Rinsdorf – D. Klekta
WHEREAS there has been a change in the administrative staffing for 2012 as approved at the Special Meeting of the RM of Minitonas Council held on January 4th, 2012;
THEREFORE BE IT RESOLVED THAT we do hereby update the signing officers for the Rural Municipality of Minitonas as follows; any one of the CAO, Carolyn Gordon, the Assistant CAO, Kasey Chartrand or the Assistant CAO Sandy Nahnybida shall be authorized to sign along with any one of; the Reeve, Michael McIntosh or the Deputy Reeve, Clint Eisner;
BE IT FURTHER RESOLVED THAT the aforementioned change shall become effective February 1st, 2012.

RESOLVED THAT the Council of the RM of Minitonas does hereby approve the purchase of a computer and development of a workstation to accommodate the addition to the administrative staff as per the attached quotes.

14. W. Pacamaniuk – C. Eisner
WHEREAS the tenders for the purchase of graders have been received and reviewed by council;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to the purchase of a CAT 160M AWD Grader as per the terms and conditions attached hereto.

RESOLVED THAT By-Law No. 2/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of regulating the proceedings and conduct of council and the committees thereof shall be introduced and read a first time this 11th day of January, 2012 A.D.

RESOLVED THAT By-Law No. 2/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of regulating the proceedings and conduct of council and the committees thereof, shall be read a second time this 11th day of January, 2012 A.D.

17. E. Rinsdorf – C. Eisner
RESOLVED THAT the Council of the RM of Minitonas, in accordance with the option included in the 2011 signed Gravel Tender, agrees to renew the gravel agreement for the 2012 season as requested in writing by Campbell Construction Inc. under the same terms and conditions as the 2011 Agreement, a copy of which is attached hereto.

WHEREAS the Council of the Rural Municipality of Minitonas, under Part 6 of the Planning Act, has received the attached request for a Variation Order with respect to the setback distance for a dwelling in a Rural Residential Zone;
THEREFORE BE IT RESOLVED THAT, in accordance with Section 96 of the Planning Act, a Public Hearing shall be held at the Minitonas Municipal Office on February 22nd, 2012 for the purpose of hearing presentations for or against said variance, and that advertisement of the hearing and sufficient written notice shall be provided as specified in Section 169 of the Planning Act.

WHEREAS the Development Officer for the Swan Valley Planning District has reviewed the application for subdivision of PT NW ¼ SEC. 26-38-25 WPM (Hrycyk) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas;
AND WHEREAS the comments from any of the government departments or agencies in response to the above noted subdivision application have been reviewed by council;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted by the Municipality by Manitoba Local Government, Community Planning Services dated December 20th, 2011.

WHEREAS the Development Officer for the Swan Valley Planning District has reviewed the application for subdivision of PT SE ¼ SEC. 30-38-25 WPM (Schullman) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitons;
AND WHEREAS the comments from any of the government departments or agencies in response to the above noted subdivision application have been reviewed by council;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Local Government, Community Planning Services dated December 21st, 2011.

THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Local Government, Community Planning services dated December 21st, 2011.

22. D. Klekta – E. Rinsdorf
RESOLVED THAT we do hereby authorize the attendance of the CAO, Assistant CAO’s and the Officer Clerk at the Munisoft Refresher Course to be held locally on February 11th, 2012, and that all costs associated to this attendance shall be authorized by the municipality in accordance with the current municipal policies.

23. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT the CAO shall be authorized to make an application to the Province of Manitoba under the Hometown Green Team Program for a grant supporting the hiring of a Summer Student from May 1st, 2012 to August 31st, 2012(or as agreed at the time of hiring);
BE IT FURTHER RESOLVED THAT the position be advertised in the Star & Times, with a deadline for applications to be set at Tuesday, April 10, 2012 at 4:00pm.

RESOLVED THAT the CAO shall be authorized to submit an application to the Federal Government for a Canada Day Grant for 2012 celebrations.

RESOLVED THAT we do hereby authorize the CAO to arrange such sessions as are necessary in order to complete the requirements of the compliance order issued to the municipality by the Workplace Safety & Health Officer.

RESOLVED THAT we do now adjourn at 1:00 pm to meet again for the next regular meeting of council on January 25th, 2012 at 7:00 pm.
