Village of Benito Minutes – December 13, 2011

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday December 13, 2011 in the Village Council Chambers.
Present – Mayor Meadows;
Deputy Mayor Scouten;

Councilor Schneider; Councilor Offenberger; Councilor Zebinski
Chief Administrative Officer – Pat Ellingson
Delegation: Maintenance Supervisor – Rick Kinaschuk
Assistant Maintenance Supervisor – William Woytkiw
Mayor Meadows called the meeting to order at 7:00 pm.

RESOLVED that the minutes of the Regular Meeting of Council held on November 29, 2011 be adopted as presented.
Carried.

RESOLVED that the agenda for the meeting held on December 13, 2011 be adopted as amended.
Carried.

RESOLVED that accounts numbered 23627 to 23677 in the amount totaling $195,118.36 be ratified as paid.

BE IT RESOLVED that the December Maintenance report be accepted as presented by the Maintenance Supervisor.

RESOLVED that the Bank Statement and bank reconciliation for the month ending November 30, 2011 and the Financial Statement to the month ending November 30, 2011 be accepted as presented.

RESOLVED that the December Animal Control Report be accepted as presented by the Animal Control Officer.

RESOLVED that the Benito First Responders Wage Summary attached hereto as Schedule ‘A’ be accepted and approved for payment as presented.

RESOLVED that the Benito Fire Department Wages Summary attached hereto as Schedule ‘A’ be accepted and approved for payment as presented.

WHEREAS in accordance with Section 163 of The Municipal Act, the Council of the Village of Benito has made an interim budget for the Year 2012 for the period from January 1, 2012 until the adoption of the Annual Financial Plan;
THEREFORE BE IT RESOLVED that the following interim budget be hereby adopted:
General Government $102,000.00
Protective Services $ 31,000.00
Transportation Services $ 69,000.00
Environmental Health $ 36,000.00
Health and Welfare $ 3,000.00
Environmental Development $ 2,000.00
Economic Development $ 3,000.00
Recreation Services $ 10,000.00
Capital $ 2,000.00
Utility $ 81,000.00
Grant $ 5,000.00

10.
ZEBINSKI

WHEREAS the Municipal Act provides for the cancellation of taxes when the municipality acquires land through the tax sale process: and
WHEREAS the Village of Benito has acquired titles to certain properties through the 2011 Tax Sale process;
THEREFORE BE IT RESOLVED that property taxes totaling $5,155.68 as per Schedule ‘A’ affixed hereto be hereby cancelled.

WHEREAS the Village of Benito owns the Benito & District Recreation Centre Inc. which is operated by a Board of Directors; and
WHEREAS the Benito & District Recreation Centre Inc. has recently completed electrical upgrades and an extensive roof replacement project; and
WHEREAS the Board of Directors of the Benito & District Recreation Centre Inc. has requested that the Village of Benito file a claim for the refund of the GST portion of those upgrades;
THEREFORE BE IT RESOLVED that the Village of Benito file the said claim as requested as per the actual project invoices attached hereto as Schedule ‘A’.

WHEREAS the Employee overtime reports have been received and reviewed by Council;
BE IT RESOLVED that the said reports be approved for payment as presented.

BE IT RESOLVED that the Regular meeting of Council scheduled for Tuesday December 27, 2011 be hereby cancelled.
