RM of Minitonas Minutes – November 9, 2011

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 9th day of November, 2011 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. W. Pacamaniuk – D. Klekta
RESOLVED THAT the minutes of the Regular Meeting of Council held on October 12th, 2011 shall be adopted as circulated.
Carried.

3. D. Klekta – C. Eisner
RESOLVED THAT the RM of Minitonas Council approves the weekly contract services of Kasey Chartrand for assistance with extra services required as attached hereto;
BE IT FURTHER RESOLVED THAT this is a contract service agreement, not an employee/employer agreement and shall be paid according to the details on the contract, a copy of which is attached hereto.

4. W. Pacamaniuk – C. Eisner
RESOLVED THAT the attached Agreement for Contract Services shall be approved as attached hereto.
Carried.

5. D. Klekta- W. Pacamaniuk
WHEREAS Manitoba Transportation and Government Services agreed to provide a grant in the amount of $11,737.00 to undertake road surface improvements to PR #266;
AND WHEREAS the attached Statutory Declaration and Schedule ‘A’ along with copies of all applicable invoices have been reviewed by council and are approved for submission;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to submit the aforementioned documents to Manitoba Infrastructure & Transportation to claim the approved 10% Grant for 2011.

6. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 6431 to 6501 inclusive, amounting to $1,091,436.17.
Carried.

7. D. Klekta – E. Rinsdorf
RESOLVED THAT the Reserve Transfers included in the 2011 Budget shall be approved by the Council of the RM of Minitonas as attached hereto.
Carried.

8. E. Rinsdorf – C. Eisner
RESOLVED THAT the Bank Reconciliation for the month ending September
31, 2011 and the Financial Statement for the period ending October 30, 2011 shall be adopted as presented.
Carried.

9. W. Pacamaniuk – D. Klekta
RESOLVED THAT with unanimous consent we do hereby continue past the 1:00 pm time of adjournment.

10. E. Rinsdorf – D. Klekta
WHEREAS the RM of Minitonas has received a draft ‘Workplace Health & Safety Plan’ from Safety Services Manitoba;
AND WHEREAS the basic plan has been reviewed and approved as submitted;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas shall hereby adopt the plan as received, and shall continue with the process of adopting Safe Work Procedures and Training/Orientation for all staff as required.

11. D. Klekta – E. Rinsdorf
RESOLVED that the Council shall hereby appoint Walter Pacamaniuk as the Safety Representative for the Council, Carolyn Gordon as the Safety Administrator, and Colin Eisner as the Workers Representative for the RM of Minitonas.
Carried.

12. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Safety Representatives for the RM of Minitonas shall be authorized to attend the Safety Courses being offered in Swan River on November 15th & 16th, 2011 and all applicable expenses shall be paid in accordance with the current municipal policies & by-laws.

13. D. Klekta – E. Rinsdorf
RESOLVED THAT the attached vacation requests shall be approved as submitted.
Carried.

14. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT the RM of Minitonas do hereby appoint Keith Immerkar as the Citizen Representative for the Swan Valley Recreation District.
Carried.

15. D. Klekta – E. Rinsdorf
WHEREAS no appeals have been received by the Municipality with respect to the 2011 Board of Revision for the RM of Minitonas;
THEREFORE BE IT RESOLVED THAT the Board of Revision for the 2012Assessment Roll, scheduled for Wednesday, November 9, 2011 shall be hereby cancelled and that the Municipal Assessor shall be notified of the aforesaid cancellation;
BE IT FURTHER RESOLVED THAT the 2011 Assessment Rolls shall be adopted as revised.

Councillor Pacamaniuk left the meeting at 1:40 pm.

RESOLVED THAT we do now adjourn at 2:25 pm to meet again for the next regular meeting of council on Dec. 6th, 2011 at 8:00 am in the RM of Minitonas Council Chambers.
