RM of Minitonas Minutes – September 14, 2011

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 14th day of September, 2011 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. W. Pacamaniuk – D. Klekta
RESOLVED THAT the minutes of the Regular Meeting of Council held on August 10th, 2011, and the Special Meeting of Council held on August 16th, 2011 shall be adopted as circulated.
Carried.

3. W. Pacamaniuk – C. Eisner
RESOLVED THAT the Bank Reconciliation for the month ending July31st, 2011 and the Financial Statement for the period ending August 31st, 2011 shall be adopted as presented.
Carried.

4. E. Rinsdorf – C. Eisner
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 6257 to 6345 inclusive, amounting to $267,105.46.
Carried.

5. W. Pacamaniuk – D. Klekta
WHEREAS the documentation and reporting required for the 2010 and 2011 Flood Claim Processing for the Rural Municipality of Minitonas;
AND WHEREAS the council agrees that it is best to have this administrative time remain separated from the regular duties assigned to the CAO for the Municipality;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Minitonas do hereby agree to offer the attached Agreement for Contract Services to CAO, Carolyn Gordon for administrative duties directly to the 2010 and 2011 Flood Claims as per the terms and conditions of said agreement;
BE IT FURTHER RESOLVED THAT the agreement shall be retroactive to June 1st, 2011 and that all overtime recorded as a result of the above noted services shall be paid as submitted.

6. E. Rinsdorf – C. Eisner
WHEREAS there is a need to amend the time of the RM of Minitonas’ 2011 Tax Sale Auction, as set for November 25th, 2011;
THEREFORE BE IT RESOLVED THAT the date shall remain the same, and the time of the auction shall be changed to 10:00 am with all postings, notices and advertising be set accordingly.

7. W. Pacamaniuk – D. Klekta
WHEREAS all properties with taxes owing for any portion of the year 2009 or prior, are scheduled to be offered for sale by public auction at 10:00 am on November 25th, 2011 in order to recover tax arrears and all associated costs;
AND WHEREAS under the authority of Section 372 of The Municipal Act the municipality may set a reserve bid amount and appoint a designated officer to bid on their behalf;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to set a Reserve Bid in the amount of the tax arrears, all interest accumulated to date, and any costs outstanding at the time of the auction, including any and all tax sale costs;
BE IT FURTHER RESOLVED THAT CAO. Carolyn Gordon shall be appointed as a designated officer to bid on behalf of the municipality.

8. C. Eisner – E. Rinsdorf
RESOLVED THAT Council of the RM of Minitonas does hereby approve the assessment changes as listed by Manitoba Local Government – Swan River Assessment Office dated August 30, 2011 a copy of which is attached hereto;
BE IT FURTHER RESOLVED THAT the necessary changes be made to the 2011 Assessment Roll, under the authority of Sections 300(6) and 326 of The Municipal Act.

9. C. Eisner – W. Pacamaniuk
WHEREAS the Development Officer for the Swan Valley Planning District has reviewed the application for subdivision of PT SW ¼ SEC. 36-36-26 WPM (Henderson) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas;
AND WHEREAS the comments from any of the government departments or agencies in response to the above noted subdivision application have been reviewed by council;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Local Government, Community Planning Services dated September 9, 2011.

10. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas agrees to accept the attached quote for installation of Snow Guards on the RM shop in Minitonas.
Carried.

11. W. Pacamaniuk – C. Eisner
RESOLVED THAT the attached list of Council Members & Administrative Staff shall be authorized to attend the AMM Convention in Brandon on November 21, 2011 to November 24, 2011 and that all applicable expenses shall be paid by the municipality in accordance with the current RM of Minitonas Policies and By-Laws.

RESOLVED THAT we do now adjourn at 12:00 pm to meet again for the next regular meeting of council on Oct. 12, 2011 at 8:00 am.
