RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT the minutes of the Regular Meeting of Council held on June 8th, 2011, and the Special Meeting of Council held on June 20th, 2011 shall be adopted as circulated.

3. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Bank Reconciliation for the month ending May 31st, 2011 and the Financial Statement for the period ending June 30th, 2011 shall be adopted as presented.

4. E. Rinsdorf – C. Eisner
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 6095 to 6184 inclusive, amounting to $160,691.19.

5. W. Pacamaniuk – D. Klekta
WHEREAS the Province of Manitoba is offering to provide an advance of up to 60% of the total possible claims to municipalities in order to assist with the financial burden of the 2011 flood damage repairs, and;
WHEREAS the RM of Minitonas is in need of this financial assistance in order to replace a portion of the funds spent on supplies and contract costs for repair of local infrastructure until such time as a formal claim can be processed;
THEREFORE BE IT RESOLVED THAT THE Council of the RM of Minitonas agrees to request advance on the 2011 flood repair costs as attached hereto.

RESOLVED THAT the December 31st, 2010 Financial Statement and the Audit Report for the Swan Valley Emergency Measures District shall be accepted as submitted.

7. W. Pacamaniuk – C. Eisner
WHEREAS the RM & Town of Minitonas are undertaking a joint project to expand the Minitonas Lagoon, and a supply of clay is required for the project;
AND WHEREAS the RM Council members have reviewed and approved of the terms and conditions of the attached agreement for the purchase of said clay;
THEREFORE BE IT RESOLVED THAT we do hereby agree to enter into an agreement with the Town of Minitonas and Lorne Cryderman as per the terms and conditions of the aforementioned agreement, a copy of which is attached hereto.

8. D. Klekta – E. Rinsdorf
WHEREAS the Council of the Rural Municipality of Minitonas has reviewed the terms and conditions in the agreement with gravel pit owners as per the list attached hereto;
THEREFORE BE IT RESOLVED THAT we do hereby approve the aforementioned agreement for the year 2011.

RESOLVED THAT the RM of Minitonas Council approves the attached contract for Mower Services for 2011.

10. E. Rinsdorf – C. Eisner
WHEREAS the Development Officer for the Swan Valley Planning District has reviewed the application for subdivision of PT SE ¼ SEC. 27-36-26 WPM on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas;
AND WHEREAS there have been no objections received from any of the government departments or agencies in response to the above noted subdivision application;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does approve the subdivision of the parcel of land known as PT SE ¼ SEC. 27-36-26 WPM (Hart) submitted to the Municipality by Manitoba Local Government, Community Planning Services on July 5th, 2011.

RESOLVED THAT the RM of Minitonas Council hereby agrees to place the attached ad in the Swan Valley Rec. & Leisure Guide.

12. W. Pacamaniuk – C. Eisner
WHEREAS the Town of Swan River has asked the RM of Minitonas to partner in the capital funding of Phase 1 of the Swan Valley Recreation and Wellness Centre and to provide up to the $380,000.00 in capital funding, and;
WHEREAS the RM of Minitonas Council was previously considering capital participation in Phase 2, which is no longer possible at this time due to the increased costs for Phase 1, and;
WHEREAS the Province of Manitoba may commit an additional $1,000,000.00 to Phase 1, provided that the RM of Swan River and the RM of Minitonas agree to commit capital funding in the amount of $1,000,000.00 jointly, with the RM of Minitonas providing $380,000.00 as their share of the $1,000,000.00;
THEREFORE BE IT RESOLVED THAT the participation of the RM of Minitonas is contingent upon the funds being matched by the Province of Manitoba, and the RM of Swan River contributing $620,000.00;
BE IT FURTHER RESOLVED THAT we do hereby agree to have a Public Hearing to present the proposal and borrowing by-law for Phase 1 funding with the date and time to be set and advertised in the near future.

13. E. Rinsdorf – D. Klekta
WHEREAS the RM of Minitonas is in partnership with the Town of Minitonas for an expansion of the Minitonas Lagoon under the Canada-Manitoba Infrastructure Secretariat’s MRIF Program, and;
WHEREAS the municipalities have a formal agreement signed outlining the terms and conditions of their partnership, and;
WHEREAS the MRIF program requires that only one of the municipalities should sign the agreement on behalf of both partners;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council agrees to the terms and conditions outlined in the MRIF Funding Agreement and authorize the Town of Minitonas to take the lead and sign the aforementioned agreement on behalf of the two municipal partners.

RESOLVED THAT the Council of the RM of Minitonas do hereby acknowledge receipt of the 2010/2011 Audited Financial Statements and the 2011/2012 Budget for the Swan Lake Watershed Conservation District.

15. C. Eisner – W. Pacamaniuk
WHEREAS the RM of Minitonas requires engineering and professional consultation services regarding sites in the municipality that require significant repairs as a result of the flood damage sustained in 2010 and 2011, and;
WHEREAS the Disaster Financial Assistance Program requires the services and opinions of professionals in these areas and allows for such costs to be included in the claim for recovery of said costs;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council agrees to retain the professional services of John Arthur of Arthur Consulting (6137262 Manitoba Ltd.) regarding their 2010/2011 Flood Damage Repairs as required.

16. W. Pacamaniuk – E. Rinsdorf
WHEREAS the patients transported from the Swan Valley Health Facilities via ambulance have some of the longest distances to travel in all of Manitoba, and;
WHEREAS the same patients are suffering undue hardships because of the lengthy and rough rides in these ambulances;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas shall request that the Parkland Regional Health Authority and Manitoba Health replace at least one of the existing ambulances that service the Swan River Valley with a new model that is built for long distance travel, making patient comfort a primary concern.

WHEREAS Manitoba’s municipalities are struggling to meet a growing list of challenges and responsibilities, including health care, affordable housing and infrastructure, and;
WHEREAS the most pressing of these is the growing backlog of infrastructure in need of repairs and replacement, including potholed streets and roads; deteriorating sewer and water mains; and aging public facilities such as playgrounds and community centers, and;
WHEREAS Manitoba’s municipal infrastructure deficit has been estimated at more than $11 billion, or $10,000 per resident, which is beyond the capacity of municipal governments and local property taxpayers, and;
WHEREAS the RM of Minitonas has an overwhelming number of issues with recreational facilities, municipal roads and ford crossings as a result of the high water table, spring flooding, and increased heavy equipment travelling on the municipal roads, and;
WHEREAS this infrastructure deficit has serious consequences for the quality of life of our residents and the economic well-being of our community and province;
THEREFORE BE IT RESOLVED THAT the Rural Municipality of Minitonas calls on all parties involved in the October 4th Provincial Election to ‘Put Communities First’ and commit to reallocating a portion of the tax revenue the Manitoba Government collects in our communities to repairing and upgrading our infrastructure.
