RM of Minitonas Minutes – June 8, 2011

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 8th day of June, 2011 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. E. Rinsdorf – C. Eisner
RESOLVED THAT the minutes of the Regular Meetings of Council held on May 11th, 2011 shall be adopted as amended.
Carried.

3. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT the Bank Reconciliation for the month ending April 30th, 2011 and the Financial Statement for the period ending May 31st, 2011 shall be adopted as presented.
Carried.

4. E. Rinsdorf – C. Eisner
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 6024 to 6094 inclusive, amounting to $95,049.45.

5. W. Pacamaniuk – C. Eisner
WHEREAS there has been extensive damage in the RM of Minitonas due to Spring Flooding, which requires the expenditure of a substantial amount of funds prior to recovery of said funds from the Disaster Financial Assistance Program;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas does hereby authorize the withdrawal of $100,000.00 from the Municipality’s Grain Bearing Road Reserve Account until such time as the aforementioned funding assistance is received;
BE IT FURTHER RESOLVED THAT funds equaling the amount of financial assistance shall be returned to the aforementioned reserve account upon receipt of the same.

RESOLVED THAT we do agree to approve the attached expense claim.
Carried.

7. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT the attached 1/8 page ‘Grad Ad’ shall be placed in the Star & Times to honor the 2011 Graduates.

8. C. Eisner – E. Rinsdorf
WHEREAS the Council of the Rural Municipality of Minitonas has reviewed the terms and conditions in the agreements with gravel pit owners as per the list attached hereto;
THEREFORE BE IT RESOLVED THAT we do hereby approve the aforementioned agreements for the year 2011.

9. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas does hereby approve the agreement for 911 Services and authorize the Reeve and CAO to sign said agreement on behalf of the municipality.

10. C. Eisner – E. Rinsdorf
WHEREAS the RM of Minitonas Council has reviewed the MTS Right-of-Way Application, File No. 9762066 and approve of the access as requested;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to sign said application on behalf of the municipality.

11. W. Pacamaniuk – C. Eisner
WHEREAS the RM of Minitonas and Town of Minitonas operate a joint Waste Management Facility, and agree to the need for cat work to manage the household waste;
THEREFORE BE IT RESOLVED THAT we do hereby agree to rent a 1994 – 933 Cat Track Loader as per the attached agreement and authorize the Reeve to sign the agreement on behalf of the municipality.

12. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas approves the updates to the Emergency Plan as received from the Emergency Coordinator.
Carried.

13. E. Rinsdorf – C. Eisner
WHEREAS the Council of the RM of Minitonas desires to continue their partnership in the Swan Valley Emergency Measures District;
THEREFORE BE IT RESOLVED THAT we do hereby approve the contents of the agreement as submitted by the Emergency Coordinator, and authorize the Reeve and CAO to sign said agreement on behalf of the municipality.

14. C. Eisner – D. Klekta
RESOLVED THAT the RM of Minitonas shall send a letter of support to the Minister of Infrastructure and Transportation and the Deputy Premier regarding the Wellman Lake & Glad Lake Cottage Owners Association and their efforts to lobby the Province of Manitoba to pave the portion of PR#366 known as the “Wellman Lake Road.”

RESOLVED THAT we do now adjourn at 11:30 am to meet again for the next regular meeting of council on July 13th, 2011 at 8:00 am.
