RESOLVED THAT the Minutes of the Regular Meeting of Council held on April 6th, 2011 and the Special Meetings of Council held on April 10th, 2011, April 13th 2011 and April 20th, 2011 shall be adopted as circulated.

RESOLVED THAT approval of payment be made for the List of Accounts numbered 4160 to 4200 inclusive, amounting to $30,042.51.

RESOLVED THAT the Bank Reconciliation for the month ending March 31, 2011 shall be approved as presented.

RESOLVED THAT the sum of $153.50 shall be transferred from the General Account to the Centennial Reserve Account.

RESOLVED THAT the Council of the Town of Minitonas authorizes the CAO to further explore the costs of further development and costs to develop their Workplace Safety & Health Plan.

RESOLVED THAT we do hereby authorize a grant of $400.00 to the Tent Town Garden Club for summer garden maintenance.

RESOLVED THAT the Council of the Town of Minitonas does hereby acknowledge the expiration of their State of Local Emergency as passed on April 10th 2011.

RESOLVED THAT By-Law No. 4/2011, being a By-Law of the Town of Minitonas to cancel By-Law No. 8/2006 and close the Handi-Transit Vehicle Reserve Account, shall be read a third time this 4th day of May, 2011 A.D., signed by the Mayor, and signed and sealed by the Chief Administrative Officer.

WHEREAS the spring thaw and flood forecasts during the period of March 15, 2011 and April 15, 2011 resulted in a need to take preventative measures to protect private property and public infrastructure in the Town of Minitonas;
AND WHEREAS the municipality did spend a significant amount of funds on flood prevention as a result of advisories received from the Province of Manitoba;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby request that the Manitoba Emergency Measures Organization provide disaster financial assistance.

RESOLVED THAT controlled burning be authorized by Council on the properties listed on Schedule “A” attached hereto.

12. W. Robb – J. Caruk
RESOLVED THAT we do hereby approve the temporary Water & Sewer Hook-Up on Lot 1 & 2 Plan 3131 as per the attached request, provided that a fee of $100.00 for the installation of the Meter and Service Connections.

RESOLVED THAT the Minitonas Town Council approves the purchase of up to $3000.00 for Dust Control Product from Fort Distributors Ltd.

14. J. Caruk – W. Robb
RESOLVED THAT the Public Works Report for the month of April, 2011 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

15. W. Robb – D. Bartel
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of April shall be paid out with the May 15th, 2011 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

WHEREAS the Town of Minitonas has received funding for a summer student under the HomeTown Green-Team Program;
THEREFORE BE IT RESOLVED THAT the Council agrees to hire Janel Sagert for the aforementioned position, with a start date of May 9th, 2011 and a completion date of August 31st, 2011;
BE IT FURTHER RESOLVED THAT the job description and wages shall be set in accordance with the application for funding under the Hometown Green-Team Program, and all Workplace Safety and Health Regulations shall be reviewed with the successful candidate prior to beginning their employment.

WHEREAS, under the terms of By-Law No. 2/2007, the attached property has become unsightly;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned property shall be given written notice advising that the condition of said properties shall be rectified by the deadline of May 31st, 2011;
BE IT FURTHER RESOLVED THAT, should the condition of the property not be corrected by the aforementioned deadline, the Town Council shall provide authorization for the work to be completed and the associated costs of said work shall be billed to the property owners accordingly.

WHEREAS Statistics Canada will conduct the Census of Population on Tuesday, May 10, 2011; and
WHEREAS the Town of Minitonas supports the census because census information is important for our community and is vital for planning services such as schools, daycare, police services and fire protection; and
WHEREAS the Statistics Act requires that personal information provided on census questionnaires will be kept strictly confidential; and
THEREFORE, I, Henry Barkowski, Mayor of the Town of Minitonas do hereby declare the week of May 9 to 13 as CENSUS WEEK in the Town of Minitonas and call upon all residents to complete and return their census questionnaires online at www.census2011.gc.ca or by mail, by Tuesday, May 10, 2011.

RESOLVED THAT we do now adjourn at 11:35 pm to meet again for the next regular meeting of Council to be held on the 1st day of June, 2011 A.D.
