Town of Swan River Minutes – May 3, 2011

The Council of the Town of Swan River held its regular meeting on Tuesday, May 3rd, 2011 at 7:30 p.m. in the Town Council Chambers with Mayor McKenzie presiding and Councillors Scales, Jacobson, Friesen, Bobick, Delaurier and Sakal present.

Minutes:

1. RESOLVED that the Agenda for the May 3rd, 2011 meeting of Council be received.

Carried:

2. RESOLVED that the minutes of the April 19th, 2011 regular meeting and April 26th, 2011 special meeting of Council be adopted as received.

3. RESOLVED that the 2011 Schedule of fees, rates and prices charged for various Town of Swan River Services as per Schedule “A” attached be approved.

4. RESOLVED that Julie Fothergill and Kelly Hart be authorized to attend Workers Compensation Board Basics component of the Safe Work Workshop being held in Dauphin, Wednesday, May 18th, 2011; and Derek Poole and Ken Kirkpatrick be authorized to attend the Return to Basics Workshop on Thursday, May 19th, 2011.

5. RESOLVED that the quotation from Nykolaishen Farm Equipment for the supply of a Shulte XH-1500 series III rotary mower as per Schedule “A” attached be approved.

6. RESOLVED that By-Law No. 4/2011 being a By-Law of the Town of Swan River to set rates for taxation for the year 2011, be read a first time.

10. BE IT RESOLVED THAT:

The Council of The Town of Swan River supports the 2011 Census and encourages all residents to complete their census forms online at www.census2011.gc.ca or by mail, by Tuesday, May 10, 2011, so that accurate and complete data will be available to support programs and services that benefit us all.

11. RESOLVED that the By-Law No. 3/3011 being a By-Law of the Town of Swan River to prescribe a fee chargeable for tax certificates be read a 1st time.

12. RESOLVED that, pursuant to Section 152(3) of The Municipal Act, Council go into Committee and close the meeting to the public.

13. RESOLVED that, pursuant  to Section 152(4) of The Municipal Act, this meeting re-opened to the public.

14. RESOLVED that the signing officers for the Town of Swan River be Mayor Glen McKenzie or Deputy Mayor Jason Delaurier and Chief Administrative Officer  Shirley Bateman or Assistant Chief Administrative Office Julie Fothergill.

15. RESOLVED that the Council of the Town of Swan River purchase advertising in the Northroots publication, June 01 Edition by purchasing a quarter page color ad promoting the  town for the sum of $ 162.50 plus tax.

16. WHEREAS the construction of the Swan Valley Recreation and Wellness Centre will benefit the entire community;

 AND WHEREAS the Council of the Town of Swan River believe that it is in the best interest of the town to support this project;

 THEREFORE BE IT RESOLVED that the Council of the Town of Swan River proceed with the preparation of a local improvement plan for the construction of Phase One of this project (being an indoor aquatic centre).
