The Council of the Town of Swan River met on Tuesday, May 7, 2024 at 7:00 pm in the Town Council Chambers with Mayor Jacobson presiding along with Deputy Mayor Moriaux and Councillors Bobick, Boychuk, Medwid, Powell and Whyte.

WHEREAS the Town of Swan River Council strives to ensure the best and most effective service for our residents, and following our strategic planning objectives we are to review current methods to determine where efficiencies could be found within operations, and
WHEREAS the Town of Swan River would like to have a light operational and organizational analysis with a goal of seeking out issues and opportunities for efficiency, effectiveness, and growth completed on its operations. With the primary desired outcome to gain recommendations that aid in working toward achieving organizational excellence.
THEREFORE BE IT RESOLVED the Town of Swan River engage Ron McCullough Management Consulting to perform an operational and organizational analysis, and a CAO performance review, as included in the 2024 Financial Plan.

RESOLVED that as per Schedule C of the Building By-law, the building inspection report be accepted and the home from 609 Church Ave, Barrows, Manitoba be approved to move to Swan River, Manitoba, on the following conditions that must be inspected and approved prior by the Town of Swan River Building Inspector:
• Replace all broken windows.
• Address all mould in/on house.
• Replace soffit on garage if the garage is being moved to Swan River.
• The home receives an occupancy permit prior to being occupied.

WHEREAS the Town approved document preparations for the hiring of a Design Consultant Position for the Arena Project, and has approved the advertising of the Design Consultant position within the Town of Swan River;

RESOLVED that a two-year agreement be signed with OSS to provide residential recycling services in Swan River for a cost of $13.72 per dwelling per month from June 1, 2024 to May 31, 2025 and a cost of $14.23 per dwelling per month from June 1, 2025 to May 31, 2026. Residential complexes served by front end recycling containers will be collected and processed at a cost of $15.35 per yard per tip from June 1, 2024 to May 31, 2025 and $15.92 per yard per tip from June 1, 2025 to May 31, 2026.

WHEREAS Section 162(1) of the Municipal Act requires that every Council must adopt a financial plan for each fiscal year in the form approved by the Minister and consisting of:
(a) an operating budget

(c) an estimate of operating revenue and expenditures for the following fiscal year, and
(d) a five-year capital expenditure program;
AND WHEREAS Section 162(2) of the Municipal Act requires that, before adopting the financial plan, the Council must give public notice, and hold a hearing, in respect of the plan;
AND WHEREAS a public hearing has been held;
THEREFORE BE IT RESOLVED that the Financial Plan for 2024 Fiscal Year consisting of:
(a) an operating budget
(b) a capital budget
(c) an estimate of operating revenue and expenditures for the following fiscal year; and
(d) a five-year capital expenditure program

WHEREAS Subsection 300(6) of The Municipal act provides that a municipality may cancel or reduce taxes upon receipt of assessment alterations from Manitoba Assessment Services;
THEREFORE BE IT RESOLVED that the assessment alteration provided by Manitoba Assessment Services on April 16th, 2024 be made to the 2024 Property Tax Roll, with the resulting reduction being $73.94.
