The Council of the Town of Swan River met on Tuesday, April 16th, 2024 at 7:00 pm in the Town Council Chambers with Mayor Jacobson presiding along with Deputy Mayor Moriaux and Councillors Bobick, Boychuk, Medwid, Powell and Whyte.

8.1 Appointment of Screening Officers

WHEREAS The Municipal By-law Enforcement Act, C.C.S.M. c. M245 permits the establishment of an administrative penalty scheme for Municipalities to enforce their Bylaws;
AND WHEREAS the Act and our Bylaw requires that a Screening Officer be appointed to review and make decisions with regards to any screening requests;
RESOLVED that the Chief Administrative Officer be appointed as Screening Officer under the current Penalty Notice Scheme for all contraventions listed under Schedule A of the Enforcement Bylaw except for contraventions of the Structure Standard Bylaw;
AND BE IT FURTHER RESOLVED that the Council for the Town of Swan River be appointed as Screening Officer for offenses under the Structure Standard Bylaw.

8.3 June District Resolution – AMM conference venue commitment

WHEREAS the Association of Manitoba Municipalities annual conventions include a large tradeshow during spring convention, and arguably larger needs for in-person meetings between all levels of government during the fall convention; and where spring and fall conventions rotate back and forth between the cities of Brandon and Winnipeg in Manitoba; and
WHEREAS the venue in Brandon provides ease of access in comparison to accommodate the larger trade show and provides sufficient meeting space for the AMM spring convention; and
WHEREAS the venue in Winnipeg, provides ease of logistics for sitting Ministers and other Provincial and Federal elected officials to attend the AMM fall convention, as the Legislature is typically sitting prior to the holiday break, and provides increased quality and availability in comparison to accommodate the need for increased in-person meetings during the AMM fall convention;
THEREFORE BE IT RESOLVED the AMM commit to hold their annual spring convention in a venue within the City of Brandon MB and the annual fall convention in a venue within the City of Winnipeg MB.

WHEREAS Section 326 of The Municipal Act provides that a municipality may impose supplementary taxes upon receipt of assessment alterations from Manitoba Assessment Services;
THEREFORE BE IT RESOLVED that the assessment alteration provided by Manitoba Assessment Services on April 5th, 2024 be made to the 2024 Business Tax Roll with the resulting increase in business tax being $103.74.

10.3 To add unpaid accounts to taxes

WHEREAS the Town of Swan River used municipal equipment, materials and labour to carry out private works on private property under The Municipal Act clause 250(2)(e), and set the fees and charges for the works under clause 252(1)(a) of The Act;
AND WHEREAS sufficient time has been allowed for payment of such outstanding amounts as listed on the attached Schedule “A” totaling $3,439.09;
THEREFORE BE IT RESOLVED THAT each of the unpaid amounts listed on Schedule “A” be added to the corresponding property tax roll and collected in that manner under subsection 252(2) of The Act;
BE IT FURTHER RESOLVED THAT notice be sent to each property owner detailing the amounts being added to the taxes and advising that interest will accrue on said amounts in the same manner as for unpaid property taxes effective May 1st, 2024.
