Minutes of the Regular Meeting of Council of the Rural Municipality of Mountain held Wednesday, May 11th, 2022 via zoom.

CAO Paige Wozny was present and acted as secretary.
Finance Officer Kim Paterson was also present.

The meeting was called to order at 10:00 a.m. by Reeve Robert Hanson, quorum being present.

10.1 Community Impact Assessment: Flood Event

WHEREAS the Rural Municipality of Mountain has realized response and repair costs for the 2022 Spring Flooding Event,
AND WHEREAS the Provincial Government has announced a Disaster Financial Assistance Program regarding the 2022 Spring Flooding Event,
THEREFORE BE IT RESOLVED that the Rural Municipality of Mountain respectfully requests the Province to participate in this program (public sector) as it has incurred expenses as a result of this event,
FURTHER BE IT RESOLVED that the Rural Municipality of Mountain also respectfully requests the Province, on behalf of their residents, to participate in this program (private sector) in the event that residents have incurred financials costs to the 2022 Spring Flooding Event.

WHEREAS the Municipalities of the Swan Valley have for many years attempted to join together to form a board to focus on further developing the economy of the Region, with these efforts taking the form of Swan Valley Economic Development Corporation (Enterprise Centre) and more recently the Swan Valley Regional Initiative for a Stronger Economy (RISE);
AND WHEREAS many feel outcomes from these efforts could best be described as poor to moderately successful and Swan Valley RISE currently finds itself at a crossroads in terms of long term funding, staffing and local municipal support;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby support a committee of Swan Valley residents to be struck to review and report back to the four municipal councils of the Swan Valley by November 15th, 2022 on the future of municipally involved cooperative based economic development.
AND FURTHER BE IT RESOLVED THAT this economic development review committee operate according to the Terms of Reference here attached as Schedule ‘A’.

11.1 Donation to NW Regional Immigrant Services Inc.

WHERE AS on February 24th, 2022 after months of troop and military equipment build-up, Russia began offensive attacks on sovereign Ukraine, threatening their formed democracy; and
WHERE AS these Russian troops have been met with strong and courageous opposition from the Ukrainian military and citizen-resistance; and
THEREFORE BE IT RESOLVED The Rural Municipality of Mountain condemn the Russian invasion of Ukraine, and stands with all Ukrainians and shall show its support for it’s citizens fleeing their homes and country to be welcomed in Canada, Manitoba, and the Swan River Valley; and
BE IT FURTHER RESOLVED the Rural Municipality of Mountain show support to the North West Regional Immigrant Services Inc., in the grant amount of $2,000.00, to go directly to affected families in the Swan River Valley.
