Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in the Council Chambers in Minitonas, Manitoba this 5th day of August, 2020 A.D. at 6:06 pm.

3. C. Densen – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

4. G. Bartel – S. Walmsley
WHEREAS the Community & Regional Planning Branch has reviewed the application for a minor subdivision of PT of SE ¼ SEC 2-36-26 W (SAGERT) (File No. 4149-20-7593) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a minor subdivision; and
WHEREAS the applications has been reviewed by the council of the Municipality of Minitonas-Bowsman and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated July 14, 2020.

5. W. Kolisnyk – L. Hutman
WHEREAS the purchase of a CT scanner to be used at the Swan Valley Health Centre would benefit all residents of the Swan River Valley;
AND WHEREAS all municipalities of the Swan River Valley are in support of purchasing such CT scanner;
AND WHEREAS a proposal has been put forward to the province of Manitoba to see that a CT scanner be purchased for the Swan River Valley and one of the principals outlined in the proposal was that the Capital costs of the CT scanner would come from the Swan River Valley;
AND WHEREAS it has been reiterated many times by our local physicians that a CT scanner will contribute greatly to our ability to retain existing and recruiting new physicians;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman agrees to use up to a maximum of $600,000.00 from the G7 Physician Retention and Recruitment Fund towards the purchase of a CT scanner.

WHEREAS the purchase of a CT scanner to be used at the Swan Valley Health Centre would benefit all residents of the Swan River Valley;
AND WHEREAS all municipalities of the Swan River Valley are in support of purchasing such CT scanner;
AND WHEREAS a proposal has been put forward to the province of Manitoba to see that a CT scanner be purchased for the Swan River Valley and one of the principals outlined in the proposal was that the Capital costs of the CT scanner would come from the Swan River Valley;
AND WHEREAS it has been reiterated many times by our local physicians that a CT scanner will contribute greatly to our ability to retain existing and recruiting new physicians;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman along with the other municipalities of the Swan River Valley to jointly submit a request to the Swan Valley Health Facilities Foundation. This request being a contribution be made by the Foundation towards the capital costs of the CT scanner in the amount of $300,000.00.

7. C. Densen – L. Hutman
WHEREAS the purchase of a CT scanner to be used at the Swan Valley Health Centre would benefit all residents of the Swan River Valley;
AND WHEREAS all municipalities of the Swan River Valley are in support of purchasing such CT scanner;
AND WHEREAS a proposal has been put forward to the province of Manitoba to see that a CT scanner be purchased for the Swan River Valley and one of the principals outlined in the proposal was that the Capital costs of the CT scanner would come from the Swan River Valley;
AND WHEREAS it has been reiterated many times by our local physicians that a CT scanner will contribute greatly to our ability to retain existing and recruiting new physicians;
AND WHEREAS it is proposed that funding for this endeavor shall come from a variety of sources, including the G7 Medical Recruitment and Retention Fund (up to a maximum of $600,000.00), the Health Facilities Foundation ($300,000.00), as well as community fundraising ($400,000.00);
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman agrees to contribute its proportionate share towards any shortfalls in the community fundraising of $400,000.00. Shares of any shortfall amount shall be determined using the 2016 census.

WHEREAS Council has received a request to allow the attached list of animals temporarily at 24 4th Street West (26.9 acres zoned as AUR – Agricultural Urban Reserve) in Bowsman while the owner goes through the application process to have said animals on the property permanently;
AND WHEREAS there will be a Public Hearing to hear people in favour and against the application;
THEREFORE BE IT RESOLVED THAT the Council will hereby allow the temporary placement of the animals on the property until a decision has been made from the Public Hearing.

9. S. Walmsley – L. Hutman
RESOLVED THAT the Board of Revision date for the 2021 Assessment Roll will be set for October 20th, 2020 at 7:30 pm and that the appeal deadline is October 5th, 2020; and
BE IT FURTHER RESOLVED THAT an ad shall be placed in the Star and Times given public notice, and
BE IT FURTHER RESOLVED THAT all members of Council shall be appointed as members of the Board of Revision, that Reeve Walter Pacamaniuk shall be appointed as the Chairperson and that C.A.O. Patti Simpson shall be appointed as the Recording Secretary to hear appeals to the real property, personal property, and business property assessment roll for 2021.

RESOLVED THAT the RCMP Occurrence Stats for April 1, 2020 to June 30, 2020 be received.

11. C. Densen – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to extend the Public Works Temporary/Term Contract Position with Kirby McKay until August 18, 2020.
Carried.

12. S. Walmsley – W. Kolisnyk
RESOLVED THAT the Municipality place an eighth page ad in the 21st Annual Recreation & Leisure Guide.
Carried.

13. L. Hutman – G. Bartel
RESOLVED THAT all members of Council and the C.A.O shall be authorized to attend a meeting with the AMM Executive and Parkland Directors on September 2, 2020;
BE IT FURTHER RESOLVED THAT all applicable expenses related to said meeting will be paid in accordance with current Municipal Policies and By-Laws.
