Municipality of Minitonas-Bowsman Minutes – May 5, 2020

Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in the Council Chambers in Minitonas, Manitoba this 5th day of May, 2020 A.D. at 6:00 p.m.

1. L. Hutman – S. Walmsley
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. W. Kolisnyk – L. Hutman
RESOLVED THAT the minutes of the Regular meeting of Council held on April 21 st , 2020 shall be adopted as circulated.
Carried.

3. C. Densen – D. Wagner
RESOLVED THAT the Financial Statement for the month ending April 30, 2020 shall be approved as presented.
Carried.

4. S. Walmsley – W. Kolisnyk
RESOLVED THAT the Reeve and CAO be authorized to sign the E-Transfer agreement with the Swan Valley Credit Union.
Carried.

5. G. Bartel – D. Wagner
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

6. D. Wagner – L. Hutman
RESOLVED THAT the Council agrees to hire 2 summer Labourer positions to start May 19, 2020 as attached hereto.
Carried.

7. S. Walmsley – W. Kolisnyk
WHEREAS the Municipality of Minitonas-Bowsman Council has discussed and are prepared to set the wages and salaries for 2020;
THEREFORE BE IT RESOLVED THAT the Reeve and CAO are hereby authorized to sign the “2020 Salaries and Wages” listing for the Municipality of Minitonas-Bowsman employees.

8. G. Bartel – L. Hutman
RESOLVED THAT the members of the Council of the Municipality of Minitonas-Bowsman are hereby appointed as “Weed Inspectors” for the municipality, and
BE IT FUTHER RESOLVED THAT payment for expenses directly related to the costs of performing services for weed inspections will be made in accordance with the current municipal indemnity by-laws and policies.

9. S. Walmsley – L. Hutman
WHEREAS the Council of the Municipality of Minitonas-Bowsman acknowledges the intent of the Province of Manitoba implementing wildfire prevention measures on April 30, 2020 to protect front-line staff from exposure to COVID-19;
THEREFORE BE IT RESOLVED THAT Burning Permits issued under the Municipality of Minitonas-Bowsman By-Law 04-2014 shall be limited to only essential crop residue burning and other required agricultural, municipal or industrial operations until further notice.

10. G. Bartel – C. Densen
RESOLVED THAT we do hereby accept the quote received from TDC Turf for 2020 services for the Minitonas Cemetery and the Centennial Park as attached hereto.
Carried.

11. L. Hutman – W. Kolisnyk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to purchase Magnesium Chloride for Dust Control from Fort Distributors as per the attached details & quote, and;
BE IT FURTHER RESOLVED THAT the cost for private dust control shall be set at $350.00 for 300 feet (approximately 1000 litres of Magnesium Chloride).

12. RESOLVED THAT we do now adjourn at 9:22 p.m. to meet again on May 19, 2020 at 6:00 p.m. for the next regular meeting of council.
