RESOLVED THAT By-law No. 04-2020, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of regulating the proceedings and conduct of the Council and the committees thereof, shall be introduced and read a second time this 4th day of February, 2020 A.D.

11. G. Bartel – W. Kolisnyk
WHEREAS the Community & Regional Planning Branch has reviewed the application (file no. 4149-19-7554) for subdivision of PT. NW ¼ SEC. 17-35-26W (SAGERT) on behalf of the Municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a subdivision; and
WHEREAS the application has been reviewed by the Council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas- Bowsman does hereby approve the subdivision of the aforementioned parcel of land on the condition that all requirements from all Provincial Government Departments are met as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated January 13, 2020.

RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go “In Camera” as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act.
Carried.

13. W. Kolisnyk – D. Wagner
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of The Municipal Act.
Carried.

14. G. Bartel – C. Densen
RESOLVED THAT the Council is in favor of extending the Public Works casual contract position until March 3rd , 2020.
Carried.

15. W. Kolisnyk – C. Densen
WHEREAS under the authority of Subsection 252(2) of The Municipal Act, a municipality may collect unpaid fees and utilities in the same manner as a tax may be collected and enforced; and
WHEREAS sufficient time has been allowed for payment of the outstanding amounts outline as attached; and
WHEREAS there have not been any payment arrangements made to-date to clear these amounts owing;
THEREFORE BE IT RESOLVED THAT Council does hereby agree to move the aforementioned unpaid amounts to the corresponding property taxes and collected in that manner;
BE IT FURTHER RESOLVED THAT notices shall be sent to the property owners detailing the amount being added to the taxes, and that interest will accrue on said debt in the same manner as unpaid taxes effective March 1st, 2020.

RESOLVED THAT the council is in favor of the Swan Valley Health Facility Foundation paying for the cost of the Feasibility Study for the Swan Valley Primary Care Centre, the funds to be taken from the Doctor Recruitment & Retention Fund.
Carried.

17. C. Densen – L. Hutman
WHEREAS the attached letter was received from Sunflower Early Learning Centre Inc. requesting the waiving of rental costs for the Minitonas Town Hall for a fundraising event March 14, 2020.
THEREFORE BE IT RESOLVED THAT we do hereby agree to waive the rental fee as a donation towards the fundraiser.

18. S. Walmsley – D. Wagner
RESOLVED THAT we do hereby approve the attendance of the Reeve and CAO at the AMM Mayors, Reeves & CAO’s meeting in Brandon on April 14, 2020.
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with current Municipal Policies and By-laws.

19. L. Hutman – D. Wagner
RESOLVED THAT we do hereby approve the attendance of Councillor Densen at the Library Funding meeting in Selkirk March 16th , 2020;
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with current Municipal Policies and By-laws.

RESOLVED THAT we do now adjourn at 10:45 p.m. to meet again on February 18, 2020 at 6:00 p.m. for the next regular meeting of Council.
