Regular Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chambers at 216 Main Street West, Swan River, Manitoba this 23rd day of July, 2019 at 7:05 p.m.

RESOLVED that notice of absence has been received from Councillor, Tyler Kushniryk regarding his inability to attend the Regular Meeting of Council held on this 23rd day of July, 2019, and the same shall be accepted by the members of Council for the Municipality of Swan Valley West.

RESOLVED that the Agenda for the Regular Meeting of Council held this 23rd day of July, 2019 shall be adopted as presented.

RESOLVED that the minutes from the Regular Council Meeting of July 9th, 2019, and the Special Meetings July 4th, 10th, 15th, 18th, & Public Hearings July 4th, 9th, 10th, 2019 shall be approved as presented.
Carried.

4. MATT WILLS

WHEREAS the Municipality of Swan Valley West has received notice that missing Survey Outline Monuments will be restored on Part Township 34, Range 27 WPM for survey in SW ¼ 28-34-27W, and;
WHEREAS according to the guidelines of the Monument Restoration program, restoration of more than 6 monuments require pre-approval from the Property Registry and the Municipality of Swan Valley West to proceed with the survey;
THEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West shall approve proceeding with this Monument Restoration project and that the Interim-Acting CAO shall be authorized to sign the required documentation.

5. MATT WILLS

WHEREAS the owners of part of NE ¼ of Section 20-36-27W have made an application to Re-zone Part of Block 56, Plan 913 from AG to RS-15 and have proposed to consolidate it with Lot 4, Block 1, Plan No. 2813 as part of a Subdivision Condition, and;
WHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated March 25th, 2019 and have no objections to the aforementioned re-zoning;
THEREFORE BE IT RESOLVED we do hereby approve the Re-zoning Application of the aforementioned property, provided all conditions and requirements set out in said letter from the Province of Manitoba, Community and Regional Planning Branch are met.

RESOLVED that By-Law No. 0081-19 to amend Map 2D of By-Law No. 2383-04, being the Rural Municipality of Swan River Zoning By-Law, be read a first time this 23rd day of July, 2019.
Carried.

7. BILL GADE

RESOLVED that a Public Hearing shall be held on August 27th, 2019 at 7:15 pm for the purpose of receiving presentations from those who may be interested as related to the Request for a Re-Zoning Application from AG to RS-15 on part of the property known as NE ¼ of Section 20-36-27W being Lot 4, Block 1, Plan No. 2813 and Part Block 56, Plan 913, and;
BE IT RESOLVED that all necessary advertising, mailing and posting of the notice for said hearing shall be made in accordance with The Planning Act.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:
General Cheques #15409 to #15448 in the amount of $96,240.36
Payroll Payments #2670 to #2705 in the amount of $28,049.96
For a Grand Total of $124,290.32

RESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the Bank Reconciliation and Financial Statements for the period ending June 30th, 2019 as presented.
Carried.

10. BILL GADE
MATT WILLS
RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to offer all municipal employees who are scheduled to work on Friday, July 26th, 2019 between the hours of 7:30 am and 1:00 pm a maximum of four (4) hours paid leave (as per their normal scheduled hours) to allow time to attend the Northwest Round-up & Exhibition Parade provided they report back to work by 1:00 pm to resume their regular duties and;
BE IT FURTHER RESOLVED that those employees who are approved for the full day away from work on Friday, July 26th, 2019 shall receive the first 4 hours paid time as noted above, with any remaining time to be paid as vacation time or payment in lieu of accumulated overtime.

WHEREAS Rail Safety Week is to be held across Canada from September 23 to 29, 2019, and;
WHEREAS it is in the public’s interest to raise citizen’s awareness of the dangers of ignoring safety warnings at level crossings and trespassing on rail property to reduce avoidable deaths, injuries and damage caused by incidents involving trains and citizens, and;
WHEREAS Operation Lifesaver is a public/private partnership whose aim is to work with the public, rail industry, governments, police services, media and others to raise Rail Safety Awareness, and;
WHEREAS CN has requested Municipal Councils adopt this resolution in support of its ongoing efforts to raise awareness, save lives and prevent injuries in communities, including our municipality;
THEREFORE BE IT RESOLVED that Council for the Municipality of Swan Valley West does hereby support National Rail Safety Week to be held from September 23rd, to 29th, 2019.

RESOLVED that the Council for Municipality of Swan Valley West does hereby accept the 2018 Yearend Financial Statements as submitted by the Swan Lake Watershed Conservation District.

RESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to continue discussions regarding HR issues and tenders / quotes.

RESOLVED that pursuant to Section 152(4) of the Municipal Act, this meeting shall be re-opened to the public.
Carried.

BE IT RESOLVED that Council for the Municipality of Swan Valley West does hereby accept the quote for the supply of culverts from ARMTEC and shall authorize the Rural Public Works Lead Hand to order these culverts for the municipality.

RESOLVED the Council for the Municipality of Swan Valley West does hereby agree to hire Stan Husak for the position of Municipal Animal Control Officer effective immediately.
AND BE IT FURTHER RESOLVED that duties and payment for services shall be as set out in the Municipal Animal Control Officer Contract.

RESOLVED that Council hereby accepts the quote for Services from J.R. Cousins for engineering services for the Benito Waste Disposal Facility-Geotechnical Investigation and requests work to be started as soon as possible.

RESOLVED Council for the Municipality of Swan Valley West do hereby request services from Manitoba Water Services Board and enter into an agreement for Assistance for CCTV inspection of Benito sewer lines.
Carried.
