Minitonas-Bowsman Minutes – March 5, 2019

Regular Meeting of the members of the Council of the Municipality of Minitonas-Bowsman, held in the Council Chambers, in Minitonas, Manitoba this 5th day of March, 2019 A.D. at 7:15 p.m.

Councillor Densen arrived at 7:25 p.m.

1. G. Bartel – S. Walmsley
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. W. Kolisnyk – D. Wagner
RESOLVED THAT the minutes of the Regular Meeting of Council held on February 26th, 2019 shall be adopted as circulated.
Carried.

3. L. Hutman – S. Walmsley
RESOLVED THAT Stephanie & Andreas Diedenhoven are the registered owners of the property located in the Municipality of Minitonas-Bowsman legally described as SW ¼ SEC. 12-36-27 WPM; and
WHEREAS the registered owners have applied to the Municipality of Minitonas-Bowsman Council to vary specific provisions of Rural Municipality of Minitonas Zoning By-law No. 01/2007 as it applies to the above noted property, and namely to increase the maximum acres for a subdivision from 10 acres to 15.62 acres in the ‘AG’ (Agricultural General) area; and
WHEREAS Council may issue a Variance Order pursuant to Part 6 of the Planning Act; and
WHEREAS Council has given careful consideration of the application and all representations made for or against the application at the required Public Hearing held on March 5th, 2019 in Minitonas, in the Province of Manitoba;
THEREFORE BE IT RESOLVED THAT The Council of the Municipality of Minitonas-Bowsman does hereby agree to Approve the Variance.
BE IT FURTHER RESOLVED THAT approval shall expire in 12 months from the date of approval if it has not been acted upon within that time.

4. C. Densen – G. Bartel
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

5. L. Hutman – G. Bartel
RESOLVED THAT Council feels it is important to provided assistance to urban residents for removal of branches and other refuse resulting from spring cleaning;
THEREFORE BE IT RESOLVED THAT we do designate May 6th – May 10th as Spring Cleanup Week in the Town of Minitonas and Village of Bowsman.

6. G. Bartel – S. Walmsley
WHEREAS Council feels it is important to ensure that the Minitonas Cemetery grounds and plots are maintained.
THEREFORE BE IT RESOLVED THAT we do designate May 10th as Cemetery Cleanup Day at the Minitonas Cemetery.
BE IT FURTHER RESOLVED THAT members of the Public Works staff will be available to assist anyone who wishes to clean up their loved ones plots.

7. W. Kolisnyk – D. Wagner
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to the following Contract Agreements attached hereto;
Minitonas Library Cleaning
Bowsman Office Building Cleaning
Minitonas Office Building Custodian
BE IT FURTHER RESOLVED THAT these contracts will be in effect for the 2019 calendar year.

8. G. Bartel – S. Walmsley
WHEREAS the Council of the Municipality of Minitonas-Bowsman is hereby in favour of Project location 1 as identified by the Swan Lake Conservation District letter attached hereto.
Carried.

9. S. Walmsley – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to the Contract Agreement attached hereto.
Carried.

10. C. Densen – W. Kolisnyk
RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go ‘In Camera’ as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act.
Carried.

11. W. Kolisnyk – D. Wagner
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.
Carried.

12. W. Kolisnyk – G. Bartel
RESOLVED THAT we do now adjourn at 10:48 p.m. to meet again on March 19th, 2019 at 7:00 p.m. for the next regular meeting of council.
