Minutes of the Regular Meeting of the Council of the Municipality of Swan Valley West held in the Council Chambers at 216 Main Street West, Swan River, Manitoba this 24th day of July, 2018 at 7:00 p.m.

RESOLVED that the Agenda for the Regular Meeting of Council held this 24th day of July 2018 shall be adopted as amended to remove Item 6.4.

RESOLVED that the Minutes of the Regular Meeting of Council held on July 10th, 2018 and the Minutes of the Special Meeting of Council held on July 20th, 2018, shall be adopted as circulated.

WHEREAS the Council for the Municipality of Swan Valley West has received a Conditional Use Application on the property known as SW ¼ of 8-38-27 WPM regarding a mechanical shop for transport, trailer and truck Safety Inspections;
AND WHEREAS Notice of the Public Hearing was posted and delivered to adjacent landowners in accordance with Part 6 of The Planning Act, and the Municipality has not received any objections with respect to said Conditional Use Application;
THEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the aforementioned Conditional Use Order as per the application dated June 27, 2018.

WHEREAS the Council for the Municipality of Swan Valley West has received a Conditional Use Application and Variation Order Application on the property known as SW ¼ of 29-34-29 WPM, to set up additional anhydrous ammonia storage at existing Benito site;
AND WHEREAS Notice of the Public Hearing was posted and delivered to adjacent landowners in accordance with Part 6 of The Planning Act, and the Municipality has not received any objections with respect to said Conditional Use Application and Variation Order Application;
THEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the aforementioned Conditional Use Order and Variation Order as per the application dated June 22, 2018.

RESOLVED that in accordance with Sections 300 and 326 of “The Municipal Act, changes to the 2018 Assessment Roll for the Municipality of Swan Valley West shall be accepted by the Council and applied to that portion of the 2018 taxes as described on the reports received from Swan River Assessment Services dated June 29th, 2018, copies of which are attached hereto.

WHEREAS the Province of Manitoba has issued an “Expression of Interest for Priority Infrastructure Projects” over the next 5 years (2019-2023);
THEREFORE BE IT RESOLVED that the Municipality of Swan Valley West register their priority projects as follows:
1. Improved and more reliable road infrastructure, and
2. Increased number of wastewater system achieving compliance with Federal Regulations.

RESOLVED that the Emergency Measures Co-ordinator be authorized to attend the 2018 Disaster Management Conference in Winnipeg from October 10th to 12th;
AND BE IT FURTHER RESOLVED that expenses associated with registration and room shall be paid by the Municipality in accordance with current Municipal Policies and By-Laws.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the Application for Funding prepared for submission under the Canadian Agricultural Partnership (CAP) – Farmland Beaver Damage Control, and authorize the Reeve and the Interim-Acting CAO to sign said application on behalf of the Municipality.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby confirm the legal description for the proposed limits of the Local Urban District of Benito in the Municipality of Swan Valley West is as follows:
The SW ¼ of Section 17, in Township 34, Range 29 WPM, and Parcel 1, Plan 1734 DLTO, Parcels 1 and 2, Plan 1625 DLTO, and Lots 1, 2, 3 and all that portion of Public Lane which lies between Lots 1 and 2, Plan 1604 DLTO in NW ¼ of said Section 17, Except Plan 2884.
