Regular Meeting of the Members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 19th day of June, 2018 A.D. at 7:00 p.m.

RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go ‘In Camera’ as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act.

3. L. Mychalchuk – G. Bartel
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152(4) of the Municipal Act.

4. S. Walmsley – L. Mychalchuk
RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

5. L. Hutman – L. Mychalchuk
RESOLVED THAT the minutes of the Regular Meeting of Council held on June 5th, 2018 & of the Special Meetings of Council held on June 6th, 2018 and June 11th, 2018 shall be adopted as circulated.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 5075 to 5215 inclusive, amounting to $317,743.80.

7. L. Mychalchuk – S. Walmsley
RESOLVED THAT the Financial Statement and Bank Reconciliation for the month ending May 31st, 2018 shall be approved as presented.

8. L. Hutman – L. Mychalchuk
RESOLVED THAT By-law No. 02/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing a reserve fund for the replacement and repair of buildings, shall be read a second time this 19th day of June, 2018 A.D.

RESOLVED THAT By-law No. 02/2018, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing a reserve fund for the replacement and repair of buildings, shall be read a third time this 19th day of June, 2018 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

11. J. Caruk – C. Densen
WHEREAS the Province of Manitoba has provided an opportunity for road renewal funding under the Municipal Road Improvement Program; and
WHEREAS the municipality has determined that the attached project fall under the program criteria and it would be beneficial to renew said road for better travel and public safety;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby agree to apply for a maximum grant in the amount of $60,000 as per the details attached hereto.

RESOLVED THAT By-law No. 04/2018, being a by-law of the Municipality of Minitonas-Bowsman for regulating or preventing of noise, shall be read a second time This 19th day of June, 2018 A.D.

RESOLVED THAT By-law No. 04/2018, being a by-law of the Municipality of Minitonas-Bowsman for regulating or preventing noise, shall be read a third time this 19th day of June, 2018 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

WHEREAS the Municipality of Minitonas-Bowsman Council has determined that, under the terms and By-Law No. 06/2017, the condition of the attached properties have become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned property shall be given written notice advising them that the condition of said property must be rectified by the deadline as attached.

15. S. Walmsley – L. Mychalchuk
RESOLVED THAT we do hereby agree to write off the attached amounts in regards to Accounts Receivable Connections.
BE IT FURTHER RESOLVED THAT these amounts shall be written off in the 2016 year.

16. C. Densen – L. Hutman
WHEREAS, under the authority of Subsection 252(2) of The Municipal Act, a municipality may collect unpaid fees and utilities in the same manner as a tax may be collected and enforced; and
WHEREAS sufficient time has been allowed for payment of the outstanding amounts outline as attached; and
WHEREAS there has not been any payment arrangements made to date to clear these amounts owing;
THEREFORE BE IT RESOLVED THAT Council does hereby agree to move the aforementioned unpaid amounts to the corresponding property taxes and collected in that manner.
BE IT FURTHER RESOLVED THAT notices shall be sent to the property owners detailing the amount being added to the taxes, and that interest will accure on said debt in the same manner as unpaid taxes effective July 1st, 2018.

RESOLVED THAT we do hereby agree to resume issuing burn permits in the Minitonas urban area.

18. C. Densen – G. Bartel
RESOLVED THAT By-law No.05/2018, being a by-law of the Municipality of Minitonas-Bowsman respecting the erection of snow fences or the ridging of snow on any land adjacent to any municipal road, shall be read a second time this 19th day of June, 2018 A.D.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.

21. C. Densen – L. Mychalchuk
WHEREAS the Municipality of Minitonas-Bowsman has received confirmation of funding for 3 summer employment positions under the Hometown Green Team Program as well as funding for 1 summer employment position under the Federal Canada Summer Jobs program; and
WHEREAS the Municipality has made arrangements with the Northwest Metis Council to employ a Metis summer student shared program (6 weeks paid for by the Metis Council and 2 weeks paid for by the Municipality); and
WHEREAS the Municipality has made arrangements with Manitoba Education and Training for a summer employment position with funding through the Training on-the-Job Program;
THEREFORE BE IT RESOLVED THAT the Council agrees to the attached list of summer laborers.

WHEREAS the Council has posted notices around the municipality and has received the attached nominations for which they feel fit the criteria for receipt of the ‘Municipality of Minitonas-Bowsman Volunteer Award’;
THEREFORE BE IT RESOLVED THAT the awards shall be presented to those individuals named on the attached Nomination Form, and shall be presented at the July 1st Pancake Breakfast, and;
BE IT FURTHER RESOLVED THAT the names of the award recipients shall be kept confidential until the time of presentation.

RESOLVED THAT we do now adjourn at 11:15 p.m. to meet again on July 10th, 2018 at 7:00 p.m. for the next regular meeting of council.
