Swan Valley West Minutes – December 12, 2017

Minutes of the Regular Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chambers at 216 Main Street West, Swan River, Manitoba, this 12th day of December, 2017 at 7:02 p.m.

1. CARRIE BLOSHA
GLEN FOSTER
WHEREAS two items have been requested to be added to the Meeting Agenda for December 12th, 2017 and such a request must be approved unanimously by the members of Council present at the meeting;
THEREFORE BE IT RESOLVED that Item No. 5.9 “Employee Request for Leave” and item No. 5.10 “Green Team Grant Application 2018” shall be added to this December 12th Agenda.

RESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on November 30th, 2017 shall be adopted as circulated.

RESOLVED that the Urban Public Works Report for the month of November 2017 as submitted by the Urban Assistant Foreman shall be received by the Council for the Municipality of Swan Valley West.

WHEREAS Vivian Rooks, registered owner of 118 acres on SE 15-36-29W, has submitted a request to purchase the 2.02 acres owned by the Municipality adjacent to her property;
THEREFORE BE IT RESOLVED that the Municipality sell the 2.02 acres to Vivian Rooks for the amount of $1000.00, and that all legal fees be the responsibility of the proposed owner. Carried:

5. BRIAN BURICK

WHEREAS Glen Foster, registered owner of 153.5 acres on NW 8-33-28W, has submitted a request to purchase the 1.60 acres owned by the Municipality adjacent to his property;
THEREFORE BE IT RESOLVED that the Municipality sell the 1.60 acres to Glen Foster for the amount of $800.00, and that all legal fees be the responsibility of the proposed owner.

WHEREAS the Swan Valley Chamber of Commerce is holding SAFE Work Safety Training at the War Veterans Community Hall, Kinsmen Room, on January 9th & 10th, 2018;
THEREFORE BE IT RESOLVED that the following be authorized to attend: Don Bobick, Ralph Gray and William Woytkiw.

RESOLVED that the Swan River Fire Department Response Report for the month of November 2017 shall be received by the Council for the Municipality of Swan Valley West.

RESOLVED that the Urban Animal Control Officer Report for the month of November 2017 shall be received, and that payment for said services be approved as submitted.

RESOLVED that in accordance with Sections 300 and 326 of The Municipal Act, changes to the 2017 Assessment Roll for the Municipality of Swan Valley West shall be accepted by the Council and applied to that portion of the 2017 taxes as described on the report received from the Province of Manitoba: Assessment Services, Swan River Office dated November 22nd, 2017, copy of which is attached hereto.

WHEREAS the Municipality of Swan Valley West wishes to apply for two (2) summer labourers to work primarily in the Urban Area and one (1) summer labourer to work primarily in the Rural Area;
THEREFORE BE IT RESOLVED that the Council does hereby agree to the submission of an application for a total of three (3) positions under the Green Team Program for the 2018 summer season.

RESOLVED that, due to the Christmas Holidays, the second Regular Meeting of Council be held on December 28th, 2017 at 7:00 p.m.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:
Council Indemnity Cheque #1766 to #1775 in the amount of $13,196.46
General Cheque #13973 to #14004 in the amount of $446,632.94
For a Total of $459,829.40

RESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the Provisional Financial Statement to November 30, 2017 as presented.

RESOLVED that Council does hereby accept the verbal reports regarding Council Committees and Communications as presented by the Members of Council.

RESOLVED that pursuant to Section 152(3) of The Municipal Act, the Council as a whole shall go in-camera and close the meeting to the public to discuss items as per the attached.
