Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 17th day of October, 2017 A.D. at 7:00 p.m.

RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT Larry Mychalchuk shall be appointed as Finance Chair for this council meeting.

3. S. Walmsley – L. Mychalchuk
RESOLVED THAT the minutes of the Regular Meeting of Council held on September 19th, 2017 and October 3rd, 2017 as well as the minutes of the Special Meeting of Council held on September 25th, 2017 shall be adopted as circulated.

4. G. Bartel – C. Densen
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 4044 to 4183 inclusive, amounting to $2,065,981.93.
Carried.

5. G. Bartel – S. Walmsley
RESOLVED THAT the Financial Statement and Bank Reconciliation for the month ending September 30th, 2017 shall be approved as presented.
Carried.

6. L. Mychalchuk – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

7. C. Densen – L. Mychalchuk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff overtime reports as submitted,
BE IT FURTHER RESOLVED THAT the aforementioned overtime shall be banked for future use or paid out with the next regular payroll as indicated on the employee’s report.

8. J. Caruk – S. Walmsley
WHEREAS the RM Gravel Roads Maintenance Agreement with Manitoba Infrastructure is set to expire on December 31st, 2017; and
WHEREAS Council has received a “ Offer for Extension” of said agreement for a period of one year (expiration date – December 31st, 2018) at the same terms as “year three” of the current agreement; and
WHEREAS Council is in agreement of the one-year extension,
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to extend the aforementioned agreement for a period of one year under the same terms as “year three” of the current agreement and authorize the CAO to sign said agreement on behalf of the Municipality.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby designate the date of November 18th, 2017 as the Lenswood Community Event known as the ‘Lenswood Harvest Wind up Dance’.

10. J. Caruk – G. Bartel
WHEREAS the attached correspondence was received from the Bowsman & District Curling Club requesting a letter of support to be added to their application to the Community Foundation of Swan Valley.
THEREFORE BE IT RESOLVED THAT a letter of support will be provide for funding for the purchase of chairs and tables.

11. L. Mychalchuk – G. Bartel
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT of SW ¼ Sec. 34-35-26 WPM (SANDILANDS) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the proposed subdivision meets the provincial criteria for a minor subdivision; and
WHEREAS the application has been reviewed by the council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council,
THEREFORE IT BE RESOLVED THAT the council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Municipal Relations, Community & Regional Planning services dated September 10th, 2017.

12. C. Densen – J. Caruk
RESOLVED THAT we do hereby agree to hire Sheldon Skulmoski as a casual equipment operator as per the attached.
Carried.

13. S. Walmsley – L. Mychalchuk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.
Carried.

14. S. Walmsley – J. Caruk
RESOLVED THAT we do now adjourn at 12:11 a.m. to meet again on October 26th, 2017 at 5:30 p.m. to complete the remainder of the meeting.
