Minutes of the Regular Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chambers at 216 Main Street West, Swan River, Manitoba this 10th day of October 2017 at 7:04 p.m.

DAVID MINISH
RESOLVED that the Agenda for the Regular Meeting of Council held this 10th day of October 2017, shall be adopted as circulated.
Carried.

2. DAVID MINISH
TERRY NEELY
RESOLVED that the Minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on September 26th, 2017 shall be adopted as circulated.
Carried.

3. IRWIN STEEN
CARRIE BLOSHA
RESOLVED that the Urban Public Works Report for the month of September 2017 shall be received by the Council for the Municipality of Swan Valley West as submitted by the Urban Public Works Assistant Foreman.
Carried.

4. DAVID MINISH

WHEREAS, Section 372 of The Municipal Act provides the municipality with the ability to set a reserve bid for any property being sold at the Tax Sale Auction;
BE IT FURTHER RESOLVED that we do hereby appointed the Interim Acting CAO to bid on behalf of the Municipality.

WHEREAS, under Section 252(2) of The Municipal Act, the amount of costs set for the services and supplies owing to the Municipality can be collected in the same manner as a tax may be collected or enforced under this Act;
THEREFORE BE IT RESOLVED that the attached list of invoices owing to the Municipality of Swan Valley West as of today’s date shall be moved to the tax roll for the appropriate property and a notice shall be sent to all property owners reporting the amount moved to the tax roll and the current outstanding balance as a result of this application of amounts owing to the Municipality.

RESOLVED that By-Law No. 0069-17, being a By-Law of the Municipality of Swan Valley West to establish a Ward System for the purpose of electing municipal officials shall be read a first time this 10th day of October, 2017.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the attendance of the following persons at the “Business Insights Event” to be held by MNP and the Chamber of Commerce in Swan River, Mb. on October 24th, 2017:

BE IT FURTHER RESOLVED that all applicable expenses shall be paid in accordance with current municipal policies and by-laws.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the attendance of the following persons at the “Manager or Supervisor Training Course” to be held in Swan River, Mb. on November 15th, 2017:

BE IT FURTHER RESOLVED that all applicable expenses shall be paid in accordance with current municipal policies and by-laws.

RESOLVED that the following Animal Control Reports shall be received by the Council for the Municipality of Swan Valley West:
Rural Animal Control Officer’s Report for the month of September 2017
Urban Animal Control Officer’ Report for the month of September 2017
AND BE IT FURTHER RESOLVED that payment for the above services shall be approved as submitted.

10. DAVID MINISH

WHEREAS the Council for the Municipality of Swan Valley West has met with the Development Officer and the Building Inspector, reviewed the development plan, visited the site known as Lot 2 Plan 1474 DLTO, and have found the structure to be in contravention of Zoning By-law No. 2383-04;
THEREFORE BE IT RESOLVED that a letter outlining the conditions required to bring the structure into compliance with the Zoning By-Law and deadline for compliance be sent to the property owner.

WHEREAS the Council for the Municipality of Swan Valley West has met with the Development Officer and the Building Inspector, reviewed the development plan, visited the site known as Lot 2 Plan 1112, and have found the structure to be in contravention of Zoning By-Law No. 10/04;
THEREFORE BE IT RESOLVED that a letter outlining the conditions required to bring the structure into compliance with the Zoning By-Law and the deadline for compliance be sent to the property owner.

RESOLVED that a Municipal Credit Card be authorized in the name of Angela Mullin, Finance Officer, to use for municipal purposes. And the Municipal Credit Card in the name of Carolyn Gordon be cancelled and destroyed.

RESOLVED that the Swan River Fire Department Response Report for the month of September 2017 shall be received by the Council for the Municipality of Swan Valley West.
Carried.

13. DAVID MINISH
GLEN FOSTER
WHEREAS recent vandalism has caused concern for the safety of municipal staff, and
WHEREAS it is the responsibility of the Municipal Council and Management to ensure the safety of all members of staff while at work;
THEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby amend the Winter Hours of Operation at the Benito Landfill Site;
AND BE IT FURTHER RESOLVED that the new schedule shall be hereby adopted and circulated by advertising in the near future on the Municipal website, posted in all appropriate locations within the municipality, and distributed to those who attend the landfill sites.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:
General Cheques #13789 to #13843 in the amount of $2,161,450.13
Payroll Cheques #1657 to #1675 in the amount of $25,587.30
Council Indemnity Cheques #1676 to #1685 in the amount of $8,923.25
For a Grand total of $2,195,960.68

RESOLVED that we do hereby accept the verbal reports regarding Council Committees and Communications as presented by members of council.
Carried.

RESOLVED that pursuant to Section 152(3) of The Municipal Act, the Council for the Municipality of Swan Valley West as a whole shall go in-camera and close the meeting to the public to discuss employee and contract matters.
Carried.

RESOLVED that pursuant to Section 152(4) of The Municipal Act, this meeting shall be re-opened to the public.
Carried.
