RM of Mountain Minutes – March 22, 2017

Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held Wednesday, March 22nd, 2017 in the R.M. of Mountain Council Chambers in Birch River, Manitoba.

The meeting was called to order at 10:00 A.M. by Reeve Marvin Kovachik, quorum being present.

BE IT RESOLVED THAT the Agenda for the March 22nd, 2017 Regular Meeting of Council be adopted as amended.

BE IT RESOLVED THAT the Minutes of the Regular Meeting of Council held March 10th, 2017 be adopted as presented, all requirements having been complied with.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

RESOLVED THAT Cheque Nos. 20170289 to 20170338 amounting to $49,562.00, including Direct Deposit Payroll in the amount of $3,790.94, be approved for payment.

WHEREAS Council of the Rural Municipality of Mountain has suspended the Birch River Waste Disposal Ground expansion indefinitely;
THEREFORE BE IT RESOLVED THAT project engineering costs be expensed in the year incurred.

WHEREAS an LUD must consult with Council before adopting its service plan [MA 119(2)];
AND WHEREAS the LUD of Pine River has prepared and presented a service plan to Council;
THEREFORE BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby adopt the service plan as submitted by the LUD of Pine River [MA 120 (1)(b)], attached hereto as Schedule ‘A’.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve work orders #020/17 to #021/17 attached hereto.

BE IT RESOLVED THAT Brad Wyatt of the Rural Municipality of Mountain hereby be authorized to attend the Long-Term Care Stakeholder Meeting in Swan River, MB on March 24th, 2017;
AND THAT expenses be allowed for same.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby be authorized to attend the Former LGD Ad Hoc Committee Meeting in Winnipeg, MB on April 13th, 2017;
AND THAT expenses be allowed for same.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby approve Subdivision No. 4-618-14-7163 in the SE of 30-40-25 WPM (Davy);
With the following Conditions:
Overdue taxes, if any, are required to be paid as a condition of final approval

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the offer to purchase SE 5-32-21 WPM near Pine River, MB from Robert & Shawn Campbell in the amount of $14,400.00;
Plus $465 legal and administration cost [1 parcel]: OR
the purchaser will retain their own legal services with transfer completed within ninety days;
Subject to the following additional Terms and Conditions:
receipt of (gross) proceeds of sale in full;
the RM receiving clear title transfer back to the municipality of this LGD vested crown administered quarter

WHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss legal matters.

BE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

WHEREAS the RM of Mountain has substantial inventory of vacant properties:
AND WHEREAS it is deemed beneficial for the RM to promote development and increase total taxable assessment;
THEREFORE BE IT RESOLVED THAT Council of the RM of Mountain offer for sale surplus properties:
for $1.00 with a commitment to develop assessable inhabitable property within 2 years with a RM tax exemption for the first year

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the joint request of Valley in the Mountain Tourism and SV Rise for sponsorship of the new Tourism Guide in the amount of $193.00.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of SV Sport Fishing Enhancement for a donation towards Annual Banquet in the amount of $50.00.
