Regular Meeting of the Council of the Municipality of Swan Valley West, held in the Council Chambers at 216 Main Street West, Swan River, Manitoba this 11th day of October, 2016 at 7:00 p.m.

RESOLVED that the Agenda for the Regular Meeting of Council held this 11th day of October, 2016 shall be adopted as amended.

RESOLVED that written notice has been received respecting Councillor, Stan Potten regarding his absence from Council Meetings from October 7th, 2016 through to November 12th, 2016 and the same shall be accepted by the members of Council for the Municipality of Swan Valley West.

RESOLVED that the following reports shall be received by the Council for the Municipality of Swan Valley West;
– Rural PW Report for the period ending October 11th, 2016 as submitted by the Superintendent of Public Works
– Urban PW Report for the period ending September 30th, 2016 as submitted by the Urban Public Works-Assistant Foreman.

RESOLVED that the offer received from Manitoba Public Insurance on October 6th, 2016 for payment of Claim No. 50854893, representing the estimated value of the 2000 Ford F350 Pick-up shall be accepted by the Council for the Municipality of Swan Valley West and;
BE IT FURTHER RESOLVED that the amount of $10,148.80 shall be deposited into the Urban Equipment Reserve to be used toward the purchase of new or replacement equipment.

WHEREAS the Council for the Municipality of Swan Valley West has reviewed the informal recommendation proposed by the Benito LUD Committee and determined it to be an acceptable short-term option;
THEREFORE BE IT RESOLVED that the amount of $5000.00 shall be paid to the Benito Home Centre for the purchase of a 1995 Dodge 350 Pick-up with a box & hoist as per said recommendation dated October 3rd, 2016 and;
BE IT FURTHER RESOLVED that the full amount paid for the purchase, safety, tires, taxes, etc. shall be itemized and set up for transfer from the Urban Equipment Reserve.

RESOLVED that Reeve Scouten & Councillors Burick and Neely shall be authorized to attend a Shared Services Meeting with representatives from the Minitonas – Bowsman Council on October 17th, 2016 at 7:00 p.m. with the location to be determined at a later date.

RESOLVED that the CAO shall be authorized to attend the MMAA Session to be held in Winnipeg, MB on November 3rd & 4th, 2016 and all applicable expenses shall be paid in accordance with current municipal policies and by-laws.

RESOLVED that the Council for the Municipality of Swan Valley West, in accordance with Part 6 of The Planning Act shall hold a Public Hearing for the Variation Application received regarding the property known as Part of Section 9-37-27WPM on Tuesday, November 8th, 2016 at 8:00 p.m. in the Council Chambers at 216 Main Street West, Swan River, MB.

RESOLVED that the Swan River Fire Department Report for the month of September, 2016 shall be received by the Council for the Municipality of Swan Valley West.

WHEREAS the Council for the Municipality of Swan Valley West has received and reviewed the offer submitted on October 6th, 2016 for the property known as Lots 7/8, Plan 1759 and find the offer to be acceptable;
THEREFORE BE IT RESOLVED THAT we do hereby agree to sell the aforementioned property to Allan & Cynthia Zimmer for $2000.00 dated this 11th day of October, 2016.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the attendance of the following persons at the AMM Convention in Winnipeg, MB to be held on November 21st, 2016 to November 23rd, 2016;

– Councillor, David Minish
– CAO, Carolyn Gordon
BE IT FURTHER RESOLVED that all applicable expenses shall be paid in accordance with current municipal policies and by-laws.

RESOLVED that the Benito Office Manager and the Chief Administrative Officer shall be appointed as the ‘Designated Officers’ with regards to the municipality’s Unsightly Property By-Law and that all powers granted to the Designated Officer as outlined in the aforementioned By-Law shall be given to the employees holding the position of Benito Office Manager and Chief Administrative Officer.

RESOLVED that the Council shall receive the written Inspection Report submitted by the Building Inspector with regards to two municipal properties within the Benito LUD and authorize the Superintendent of Public Works and the CAO to proceed with securing quotes from contractors for the work required to remove the structures from the properties and;
BE IT FURTHER RESOLVED that the invoice submitted for the aforementioned inspections shall be paid in addition to the regular payment for building inspection services for the current period.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby receive the Written Recommendation submitted by the CAO dated October 7th, 2016 with regards to the establishment of a Part-Time, Term Office Clerk Position and;
BE IT FURTHER RESOLVED that said recommendation shall be accepted under said terms and conditions, with the position to be advertised immediately.

With reference to October11th, 2016 agenda item #6.1, motion number 15 regarding Lists of Payment of Cheques for Approval, Reeve Verne Scouten a member of council, disclosed a personal interest in the matter before council.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby approve the following payments:
General Cheques #12769 to #12775 in the amount of $38,902.13
General Cheques #12776 to #12801 in the amount of $106,147.66
Payroll Cheques #1038 to #1057 in the amount of $28,828.90
Council Indemnity Cheques #1058 to #1067 in the amount of $8,656.00
For a Grand Total of $182,534.69

RESOLVED that the Council for the Municipality of Swan Valley West hereby receive the Financial Statement for the period ending October 11th, 2016 as presented.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to send a letter to MLA, Rick Wowchuk and request his assistance in lobbying the Province of Manitoba for consideration of the importance of the R.O.P. Program and the reinstatement of the financial contributions previously paid to the Swan Valley District Recreation Commission and other recreation districts across the province.

RESOLVED that pursuant to Section 152(3) of the Municipal Act, the Council as a whole shall go into camera and close the meeting to the public to discuss Shared Services and Pending Legal Issues.
