Regular Meeting of the members of Council of the Municipality of Minitonas-Bowsman held in Council Chambers, in Minitonas, Manitoba this 16th day of Aug, 2016 A.D. at 7:00 p.m.

1. S. Walmsley – J. Caruk
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J. Caruk – G. Bartel
RESOLVED THAT Larry Mychalchuk shall be appointed as Finance Chair for this council meeting.
Carried.

3. L. Mychalchuk – L. Hutman
RESOLVED THAT the minutes of the Regular Meeting of Council held on August 2nd, 2016 shall be adopted as circulated.
Carried.

4. G. Bartel – S. Walmsley
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 2249 to 2379 inclusive, amounting to $344,482.86.
Carried.

5. G. Bartel – J. Caruk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff overtime reports as submitted.
BE IT FURTHER RESOLVED THAT the aforementioned overtime shall be banked for future use or paid out with the next regular payroll as indicated on the employee’s report.

6. L. Mychalchuk – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

7. S. Walmsley – L. Mychalchuk
WHEREAS all properties with taxes owing for any portion of the year 2014 or prior, are scheduled to be offered for sale by public auction on November 18, 2016 and;
WHEREAS under the authority of Section 372 of The Municipal Act the municipality has the authority to set a reserve bid amount and appoint a designated officer to bid on their behalf;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to set a Reserve Bid in the amount of the tax arrears, all interest accumulated on those arrears to date, and any costs outstanding at the time of auction, including any and all tax sale costs;
BE IT FURTHER RESOLVED THAT the CAO for the Municipality of Minitonas-Bowsman shall be appointed as a ‘Designated Officer’ to bid on any properties to be sold by auction on behalf of the municipality.

8. RESOLVED THAT Council of the Municipality of Minitonas-Bowsman does hereby approve the assessment changes as listed by Manitoba Local Government – Swan River Assessment Office dated August 8th, 2016 a copy of which are attached hereto;
BE IT FURTHER RESOLVED THAT the necessary changes be made to the 2016 Assessment Roll, under the authority of Section 300(6) and 326 of The Municipal Act.

9. G. Bartel – L. Mychalchuk
RESOLVED THAT the attached list of outstanding utilities be deemed uncollectable and written off as of August 31st 2016.
Carried.

10. G. Bartel – L. Hutman
WHEREAS the Operating License for the Bowsman Public Water System must be renewed at least 60 days before the November 30th, 2016 deadline.
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby authorize the CAO to submit The Drink Water Safety Act Operating License Renewal Form for the Bowsman Public Water System.

11. J. Caruk – G. Bartel
WHEREAS the Council of the Municipality of Minitonas-Bowsman has reviewed the Municipal Rights-of-Way Application submitted by MTS regarding file no. 9131497-2016 and has no objections to said application;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to sign in approval of said application with a request for MTS to provide 48 hour notice to the municipality prior to commencement of any works on municipal rights-of-way.

12. S. Walmsley – L. Mychalchuk
RESOLVED THAT we do hereby approve the attendance of the Fred Coulter at the Water Treatment 1 and Water Distribution 1 & 2 Courses in Winnipeg MB from September 12-15 and September 19-23, 2016 inclusively and;
BE IT FURTHER RESOLVED that all applicable expenses related to said courses will be paid in accordance with current Municipal Policies and By-Laws.

13. L. Hutman – J. Caruk
RESOLVED THAT the Board of Revision date for the 2017 Assessment Roll will be set for November 1st, 2016 at 8:00 p.m.
BE IT FURTHER RESOLVED THAT an ad shall be placed in the Star and Times given public notice as per the attached.
Carried.

14. G. Bartel – S. Walmsley
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby agree to the Contract Agreement attached hereto as Schedule ‘A’.
BE IT FURTHER RESOLVED THAT this contract will be in effect for the remainder of the 2016 calendar year.

15. L. Mychalchuk – L. Hutman
WHEREAS the Province of Manitoba has provided an opportunity for road renewal funding under the Municipal Road Improvement Program; and,
WHEREAS the municipality has determined that the attached projects fall under the program criteria and it would be beneficial to renew said roads for better travel and public safety;
THEREFORE BE IT RESOLVED THAT the Municipality of Minitonas-Bowsman Council does hereby agree to apply for a maximum grant in the amount of $75,000 as per the details attached hereto.

16. S. Walmsley – L. Hutman
WHEREAS the Municipality of Minitonas-Bowsman Council has determined that, under the terms of By-Law No. 2/2007, the condition of the attached property has become unsightly, a nuisance and possible danger to the public;
THEREFORE BE IT RESOLVED THAT the owner of the aforementioned property shall be given written notice advising them that the condition of said property must be rectified by the deadline of August 29th, 2016 and;
BE IT FURTHER RESOLVED THAT should the condition of the property not be corrected by the aforementioned date, the Municipality of Minitonas-Bowsman Council shall provide authorized for the work to be completed and the associated costs of said work shall be billed to the property owners accordingly.

RESOLVED THAT we do now adjourn at 10:16 p.m. to meet again on September 6th, 2016 at 7:00 p.m. for the next regular meeting of Council.
