Minutes of the Regular Council Meeting of the Rural Municipality of Mountain held, Tuesday, April 5th, 2016 in the Mountain Council Chambers in Birch River,

The meeting was called to order at 10:01 A.M. by Reeve Marvin Kovachik, quorum being present.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby amend the Culvert Inventory Policy as per Schedule ‘A’ attached hereto.

WHEREAS Municipal funding sources are limited, primarily dependent on assessment and property tax revenue;
AND WHEREAS the collection process for non-payment is heavily regulated, expensive, cumbersome and time consuming;
THEREFOR BE IT RESOLVED THAT the Association of Manitoba Municipalities (AMM) lobby the Province of Manitoba to amend The Municipal Act, related to collection of property taxes, to provide alternative collection methods, including applying tax arrears to other properties held in the same person’s name.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
THEREFORE BE IT RESOLVED THAT Council of the RM of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

WHEREAS Fire Department Purchasing Policy states that all purchases of the Fire Department must be authorized by Council in advance;
THEREFORE BE IT RESOVED THAT Council of the RM of Mountain approve the purchase requests as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT Cheque Nos. 20160357 to 20160425 be approved for payment in the amount of $64,927.45, including $3,845.07 for Councillor Indemnities, as authorized by By-Law 02/14 and $9,740.96 directly deposited to payees, attached hereto as Schedule ‘A’;
AND FURTHER IT BE RESOLVED THAT the direct payment amount of $6,689.12 for Receiver General March 2016 be approved for payment.

AND THAT expenses be allowed for same.

BE IT RESOLVED THAT Steve Nadolney of the Rural Municipality of Mountain hereby be authorized to attend the Ad Hoc Committee of Former LGD’s Meeting in Brandon, MB on April 13, 2016;

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the Request for Quotation from Dillion Consulting for Waste Disposal Expansion for Birch River Waste Disposal Grounds as per Schedule ‘A’ attached hereto.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby accept the RFQ [Request for Quotation] from Michael Plett, attached hereto as Schedule ‘A’, to proceed with construction of bleachers at Mafeking baseball diamonds;
AND THAT the Reeve and CAO be authorized to sign on behalf of the municipality.

WHEREAS Section 152(3) of The Municipal Act authorizes Council to close a meeting to the public to discuss certain matters;
BE IT RESOLVED THAT Council of the Rural Municipality of Mountain meet as a committee to discuss personnel.

BE IT RESOLVED THAT the meeting of the committee of the whole be adjourned, and that the regular meeting of Council of the Rural Municipality of Mountain be re-opened to the public.

WHEREAS By-Law No. 09/11 allows Council to extend the time of adjournment after curfew by one half hour;
THEREFORE BE IT RESOLVED THAT the Regular Meeting of Council of the Rural
Municipality of Mountain be extended to 5:00 pm.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain herby authorize the request of Swan Valley School Division Safe Grad Committee for a donation in the amount of $100.00.

BE IT RESOLVED THAT Council of the Rural Municipality of Mountain hereby authorize the request of Birch River Legion for a donation of the small safe in the municipal office.

BE IT RESOLVED THAT the Regular Meeting of Council of the Rural Municipality of Mountain be adjourned to meet again on April 20th, 2016.
