RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT Garry Bartel shall be appointed as Finance Chair for this council meeting.

RESOLVED THAT the minutes of the Regular Meeting of Council held on February 2nd, 2016 and the Special Meeting of Council held on February 8th, 2016 shall be adopted as circulated.

RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 1542 to 1662 inclusive, amounting to $204,429.09.

5. J. Caruk – G. Bartel
RESOLVED THAT we do hereby approve a grant in the amount of $800 to the Tent Town Garden Club for community beautification.
Carried.

6. S. Walmsley – L. Mychalchuk
WHEREAS the Municipality of Minitonas-Bowsman has agreed to continue membership with Swan Valley Veterinary Services District Board;
THEREFORE BE IT RESOLVED THAT we do hereby approve the payment of the Levy in the amount of $6466.75 to Swan Valley Veterinary Services District Board for the 2016 Fiscal Year.

7. C. Densen – L. Hutman
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff overtime reports as submitted.
BE IT FURTHER RESOLVED THAT the aforementioned overtime shall be banked for future use or paid out with the next regular payroll as indicated on the employee’s report.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.

9. G. Bartel – C. Densen
RESOLVED THAT we do hereby approve the attached list of Fire Fighters for the Minitonas Fire Department.

10. L. Hutman – G. Bartel
WHEREAS an Engineering Assessment must be completed by March 1st, 2017 in order to be in compliance with our operating license for the Minitonas Public Water System.
THEREFORE BE IT RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby request technical and financial assistance from the Manitoba Water Services Board in regards to an engineering assessment on the Minitonas Public Water System.

WHEREAS the foal of National Nutrition Month is to encourage all Canadians to eat well; and
WHEREAS Registered Dietitians are a trusted source of credible nutrition information and are launching a campaign focusing on help consumers make healthier food choices; and
WHEREAS Canadians are interested in health eating and want information to help them achieve this goal – dietitians offer nutrition resources as well as interactive tools on the Dietitians of Canada website – www.Dietitians.ca; and
WHEREAS to celebrate National Nutrition Month, local dietitians are planning a number of activities to reach Manitoba residents. The Manitoba Nutrition Month committee will be sharing nutrition information focusing on the theme of ‘Take the 100 Meal Journey’ via Facebook, Twitter, email and media coverage throughout the month. In addition, dietitians across Manitoba will be promoting Dietitians of Canada Nutrition Month in their work places and communities through various activities.
THEREFORE BE IT RESOLVED THAT we do hereby proclaim that March be recognized as Dietitians of Canada NUTRITION MONTH.

RESOLVED THAT we do hereby approve the attendance of the CAO and the Assistant CAO at the MMAA Conference in Winnipeg Mb April 24th – April 27th, 2016 and;
BE IT FURTHER RESOLVED that all applicable expenses related to said conference will be paid in accordance with current Municipal Policies and By-Laws.

RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby approve the attendance of the Office Clerk, Brenna Gray at the Municipal Administration Tutorial in Brandon, MB on Thursday, February 18th, 2016; and
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with current Municipal Indemnity By-Law.

14. L. Mychalchuk – L. Hutman
WHEREAS $20,000 was budgeted in 2015 for the first portion of the Minitonas Lagoon Phase 2 project; and
WHEREAS the first portion was not completed in 2015 and therefore the funds were not spent;
THEREFORE BE IT RESOLVED THAT we do hereby agree to transfer the budgeted $20,000 to the Minitonas Utility Reserve Account to be help until the expense is realized.

RESOLVED THAT By-law No. 02/2016, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing remuneration for members of council, shall read a third time this 16th day of February, 2016 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.

17. G. Bartel – L. Hutman
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT of SW ¼ Sec. 3-36-26 WPM (BARDWELL) on behalf of the municipality and finds it to be in compliance with Zoning By-Law for the RM of Minitonas; and
WHEREAS the application has been reviewed by the council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of land as per the details submitted to the Municipality by Manitoba Local Government, Community Planning Services dated December 7th, 2015.

RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby approve the attendance of all members of council at the Municipal Officials Seminar & MTCML Trade show in Brandon, MB on April 13 and 14th, 2016; and
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with current Municipal Indemnity By-Law.
