RESOLVED that the minutes for the Regular Meeting of the Council for the Municipality of Swan Valley West held on January 26TH, 2016 and the Special Meeting of Council held on January 22nd, 2016 shall be adopted as circulated.

WHEREAS the purchase of a box liner for the tandem was approved by resolution No.8 dated December 8th, 2015 and;
WHEREAS the municipality has been unable to obtain the liner quoted at that time, and it is important to receive the liner and have it installed before the tandem is needed in the spring;
THEREFORE BE IT RESOLVED that we do hereby agree to cancel any arrangement made for the original purchase approved in the 2015 Budget and shall provide authorization to the Superintendent of Public Works to secure new quotes and make purchase of a box liner, with a limit of $800 plus tax, freight and installation costs.

RESOLVED that the report for the period ending February 5th, 2016 submitted by the Superintendent of Public Works and the report for the period ending January 31st, 2016 submitted by the Urban Public Works Foreman shall be received by the Council for the Municipality of Swan Valley West.

WHEREAS an agreement for fire protection services was created and reviewed by the Council for the Municipality of Swan Valley West and the Benito Fire Chief, and having been approved, was provided to the Council of the RM of St. Philips for consideration, and;
WHEREAS the Council for the RM of St. Philips has approved the terms and conditions of said agreement, and have signed two copies of said document;
THEREFORE BE IT RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to authorize the Reeve and CAO to sign the two copies of said agreement on behalf of the municipality and shall provide the necessary authorization to the Benito Fire Department for fulfillment of the terms and conditions outlined in said agreement.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby agree to establish a charge account in the amount of $5000.00 at Fort Garry Industries for the purpose of purchasing materials and supplies for municipal works, and;
BE IT FURTHER RESOLVED that the CAO shall be authorized to sign and submit said application on behalf of the Municipality.

WHEREAS the Council for the Municipality of Swan Valley West has received, reviewed and is in agreement with the contribution being requested by the Swan Valley Veterinary Services Board for 2016;
THEREFORE BE IT RESOLVED that we do hereby agree to include the contribution amount of $9,085.69 in the 2016 Financial Plan for the municipality.

RESOLVED that the Council for the Municipality of Swan Valley West does hereby acknowledge receipt of the report dated January 29th, 2016 from the Swan Lake Watershed Conservation District regarding Future Levies.

RESOLVED a letter of support for the Benito School shall be issued by the Council for the Municipality of Swan Valley West in support of their request being sent to the Minister of Education and Advanced Learning regarding monetary support from the Province for their playground expansion project.

RESOLVED that Reeve, Verne Scouten and CAO, Carolyn Gordon shall be approved to attend the Mayors, Reeves & CAOs Meeting to be held in Brandon, MB on Tuesday, April 12th, 2016 and that all applicable expenses shall be paid by the Municipality in accordance with current municipal policies and by-laws.

RESOLVED that all members of Council and the CAO shall be approved to attend the Municipal Officials Seminar to be held in Brandon, MB. On April 13th & 14th, 2016 and that all applicable expenses shall be paid by the Municipality in accordance with current municipal policies and by-laws.

RESOLVED that the detailed report on the 2015 Fire Department and Waste Management expenses for shared services between the Municipality of Swan Valley West and the Municipality of Minitonas-Bowsman shall be received by Council.

RESOLVED that the Council for the Municipality of Swan Valley West shall hereby acknowledge receipt of the 2016 Budget for the Northwest Regional Library and shall table the approval of said budget until such time as the Librarian is able to meet with the Council to provide clarification of said budget.

WHEREAS By-Law No. 0011-15 regarding the remuneration of Members of Council for the fiscal year 2015 and each year thereafter has been reviewed by the members of council, and no changes were found to be necessary.
THEREFORE BE IT RESOLVED that we do hereby agree not to provide any increases in council indemnities for 2016 and shall adhere to the rates for indemnities paid to members of council for the 2016 Fiscal Year as set out in By-Law No. 0011-15.

RESOLVED that By-Law No. 0052-16, being a by-law of the Municipality of Swan Valley West regarding the repeal the repeal of By-Law 0047-15 and the amendments to By- Law No.04/14 of the former Village of Benito, shall be introduced and read a first time this 9th day of February, 2016.

WHEREAS the owners of PT N.E. ¼ SEC.18-34-29WPM have made application to subdivide this property, and;
WHEREAS the Council for the Municipality of Swan Valley West has reviewed said application, along with the letter received from Community and Regional Planning dated September 11th, 2015 and the follow-up email from the Province regarding the requirement for the inclusion of a plan for a public road, and;
WHEREAS we have no objections to the aforementioned subdivision and agree to forward the conditions recommended by the Province for declarations of ‘Right-of- Way’ for all lots impacted by the proposed subdivision;
THEREFORE BE IT RESOLVED we do hereby approve the subdivision of the aforementioned property, provided all conditions set out in said letter from the Province of Manitoba, Community and Regional Planning Branch as well as those set out in the aforementioned email are met.

RESOLVED the Animal Control Reports from the Urban Animal Control Officer and the Rural Animal Control Officer for the month of January, 2016 shall be received, and payment for said services shall be approved as submitted.

WHEREAS the Council for the Municipality of Swan Valley West has received written notification that the Rural Animal Control Officer has tendered his resignation and is willing to continue with the duties of his position only until such time as a suitable replacement can be hired;
THEREFORE BE IT RESOLVED that we do hereby accept his letter of intention to retire with regrets and shall provide a letter of appreciation for his years of service, and;
BE IT FURTHER RESOLVED that an ad shall be placed in the newspaper and on the internet inviting applications for the position with a deadline for the submission of applications to be set for Monday, February 29th, 2016.

Council/Committee Cheques #629 to #638 for a total of $ 9,242.60
For a Grand Total of $80,527.75

RESOLVED that Councillors; Brian Burick, Terry Neely and David Minish, along with the Superintendent of Public Works and the CAO shall be authorized to set up meetings with owners of local gravel supplies to explore options of securing gravel for future use by the municipality;
AND BE IT FURTHER RESOLVED that a summary report shall be submitted to the Council outlining all proposals offered.

RESOLVED that the Council for the Municipality of Swan Valley West shall hereby receive the 2015 Annual Compliance Audit from Manitoba Conservation and Water Stewardship for the Benito Utility, noting that there have been no incidents of non- compliance in 2015.
