RESOLVED THAT Deputy Reeve Mychalchuk does hereby assume the position of Chair for this meeting in the absence of Reeve Eisner.

RESOLVED THAT the agenda be adopted as amended.

3. C. Densen – S. Walmsley
RESOLVED THAT the minutes of the Regular Meeting of Council held on January 18th, 2016 and the Special Meeting of Council held on January 26th, 2015 shall be adopted as circulated.

4. S. Walmsley – J. Caruk
RESOLVED THAT we do hereby accept the 2014 Financial Audit for the Village of Bowsman presented by Pacak, Kowal, Hardie & Company.
BE IT FURTHER RESOLVED THAT Deputy Reeve Mychalchuk and Councillor Densen and CAO shall be authorized to sign the Financial Audit on behalf of the Municipality.

5. C. Densen – S. Walmsley
RESOLVED THAT the members of the Municipality of Minitonas-Bowsman Council do hereby agree to go ‘In Camera’ as a Committee of the Whole in accordance with Subsection 152 (3)(b)(ii) of The Municipal Act, and with respect to employee matters.

6. G. Bartel – J. Caruk
RESOLVED THAT we do agree to return to reopen the meeting to the public in accordance with Subsection 152 (4) of The Municipal Act.

7. S. Walmsley – C. Densen
WHEREAS the Municipality of Minitonas-Bowsman has agreed to continue membership with Swan Valley Chamber of Commerce,
THEREFORE BE IT RESOLVED THAT we do hereby agree to continue to also support the attendance at the Thompson Trade Show and approve the payment of $1544.00 to Swan Valley Chamber of Commerce.

8. G. Bartel – J. Caruk
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the Staff Expense Reports as submitted.
Carried.

9. C. Densen – S. Walmsley
RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to sign a new agreement with the Swan Valley Municipal Airport Commission, and;
BE IT FURTHER RESOLVED THAT the Reeve and CAO shall be authorized to sign said agreement on behalf of the Municipality.

10. C. Densen – G. Bartel
WHEREAS the Municipality of Minitonas-Bowsman had an option for the successful contractor to extend the 2015 Gravel Tender Contract for a second year; and
WHEREAS a signed extension request dated December 31st, 2015 has been received by the municipality from Campbell Construction;
THEREFORE BE IT RESOLVED THAT we do hereby agree to extend the Gravel Tender Contract for 2016 under the same terms and conditions.

WHEREAS Council passed By-law # 10/2015 establishing a public recreation commission; and
WHEREAS an agreement has been drafted in accordance with the aforementioned by- laws for all members’ municipalities to sign;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the Reeve and CAO to sign said agreement on behalf of the municipality.

12. G. Bartel – J. Caruk
WHEREAS the Community & Regional Planning Branch has reviewed the application for subdivision of PT of NW1/4 Sec. 7-37-25 WPM (COCKS) on behalf of the municipality and finds it to be in compliance with the Zoning By-Law for the RM of Minitonas; and
WHEREAS the application has been reviewed by the council of the Municipality of Minitonas-Bowsman, and found to be acceptable by the members of council;
THEREFORE BE IT RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the subdivision of the aforementioned parcel of lands as per the details submitted to the Municipality of Manitoba Local Government, Community Planning services dated January 28, 2016.

RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to adopt the policies as per Schedule ‘A’ attached hereto.

14. J. Caruk – C. Densen
RESOLVED THAT the Municipality of Minitonas-Bowsman does hereby agree to place the attached “Seasonal Laborer” ad and the “Seasonal Track hoe Operator” ad in the Star & Times and on ValleyBiz for a period of 3 weeks.

15. S. Walmsley – C. Densen
RESOLVED THAT By-law No. 02/2016, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of establishing remuneration for members of council, shall be introduced and read a first time this 2nd day of February, 2016 A.D.

RESOLVED THAT By-law No. 02/2016, being a by-law of the Municipality of Minitonas-Bowsman for the purpose establishing remuneration for members of council, shall be read a second time this 2nd day of February, 2016 A.D.

17. C. Densen – S. Walmsley
RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the List of Accounts for Approval for the RM & Town of Minitonas Handi-Van Association for the period December 21st to the 31st, 2015, as attached hereto.
BE IT FURTHER RESOLVED THAT the Bank Reconciliation and Financial Statement for the period ending December 31st, 2015, shall be approved as attached hereto.

RESOLVED THAT the Council of the Municipality of Minitonas-Bowsman does hereby approve the proposed 2016 Budget for the RM & Town of Minitonas Handi-Van Association as attached hereto, and the submission of a request for a grant in the amount of $17,670 from the province of Manitoba.

RESOLVED THAT the Council for the Municipality of Minitonas-Bowsman does hereby agree to continue past curfew by majority of council in accordance with the current Procedures By-Law.

20. S. Walmsley – G. Bartel
RESOLVED THAT By-Law No. 1/2016, being a by-law of the Municipality of Minitonas-Bowsman for the purpose of authorizing the requirements of obtaining an Aggregate Transport License and to prescribe levies payable by the holder of an Aggregate Transport License, shall be read a third time this 2nd day of February, 2016 A.D., signed by the Deputy Reeve, and signed and sealed by the Chief Administrative Officer.

WHEREAS the Municipality of Minitonas-Bowsman has received a request to discharge the Heritage Designations from the CN properties known as part of SW 1/4 16-36-25 WPM, SW 1/4 15-36-25 WPM and SE ¼ 15-36-25 WPM; and
WHEREAS these properties are in the process of being purchased;
THEREFORE BE IT RESOLVED THAT we do hereby agree to have the Heritage Designation removed from the aforementioned properties as per the attached.

RESOLVED THAT we do now adjourn at 11:52 p.m. to meet again on February 16th, 2016 at 7:00 p.m. for the next regular meeting of council.
