Village of Benito Minutes – October 14, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday October 14, 2014 in the Village Council Chambers.

Present: Mayor Meadows;
Deputy Mayor Scouten,

Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.

Mayor Meadows called the meeting to order at 7:00 pm

1. SCHNEIDER
OFFENBERGER
RESOLVED that the minutes of the Regular Meeting of Council held on September 23, 2014 be adopted as amended.
Carried.

2. ZEBINSKI
SCOUTEN
RESOLVED that the agenda for the Regular Meeting held on October 14, 2014 be adopted as amended.
Carried.

3. SCOUTEN
OFFENBERGER
RESOLVED that we do now adjourn the Regular Meeting of Council at 8:00 PM to attend the Public Hearing regarding the Local Improvement By-Law 04/14.
Carried.

4. SCOUTEN
SCHNEIDER
WHEREAS the Public Hearing to hear representations in respect to the Local Improvement By-Law No. 04/14 has been completed;
THEREFORE BE IT RESOLVED that we do now reconvene as Council at 8:10 pm.
Carried.

5. ZEBINSKI
OFFENBERGER
RESOLVED that By-Law #04/14, being a By-Law of the Village of Benito to authorize expenditure and borrowing of funds for the replacement of sewer line infrastructure on First Street E. as a Local Improvement be read a first time.
Carried.

6. OFFENBERGER
SCOUTEN
WHEREAS there have been no appeals to the 2015 preliminary rolls for the 2014 Board of Revision; and
THEREFORE BE IT RESOLVED that the 2014 Board of Revision scheduled for Tuesday October 14, 2014 be hereby cancelled and that the Municipal Assessor be notified of the aforesaid cancellation; and
BE IT FURTHER RESOLVED that the 2015 Assessment Rolls be adopted as presented.

RESOLVED that the Village of Benito authorize payment of 2014 levies as per budget:
1. Northwest Regional Library $7,393.75
2. SV Dist. Rec Commission Levy $3,430.70
3. SV Health Facilities Levy
Doctor/Recruitment/Retention $1,457.49
4. Town of Swan River
Recycling Facility Levy $1,338.35
Carried.

8. SCHNEIDER
ZEBINSKI
RESOLVED that the Village of Benito approve a grant in the amount of up to $150 to the Civic Action Committee for the Public Forum.
Carried.

9. SCOUTEN
SCHNEIDER
RESOLVED that pursuant to Section 152(3) of The Municipal Act, Council go into Committee of the whole and close the meeting to the public to discuss personnel matters.
Carried.

10. ZEBINSKI
SCOUTEN
RESOLVED that pursuant Section 152(4) of The Municipal Act, that this meeting be re-opened to the public.
Carried.

RESOLVED that we do adjourn the Regular Meeting of Council at 10:40 pm.
