Town of Minitonas – October 1, 2014

1. S. Windsor – J. Caruk
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. S. Windsor – D. Bartel
RESOLVED THAT the minutes of the Regular Meetings of the Council of the Town of Minitonas held on September 3rd, 2014 and September 17th, 2014 shall be adopted as circulated.
Carried.

3. J. Caruk – S. Windsor
RESOLVED THAT the Council of the Town of Minitonas do hereby authorize the Transfers from the Municipality’s General Operating Account to the Reserve Accounts in accordance with the 2014 Budget.
Carried.

4. J. Caruk – D. Bartel
RESOLVED THAT the attached quote for repairs on the Public Works Truck shall be authorized by the Minitonas Town Council as attached hereto.

5. S. Windsor – D. Bartel
WHEREAS there have been no written appeals received prior to the deadline of September 15th, 2014 regarding the 2015 Assessments for property owners in the Town of Minitonas;
THEREFORE BE IT RESOLVED THAT the Board of Revision scheduled for October 1st, 2014 is hereby cancelled and a letter of notification shall be sent to the Municipal Assessor with regards to the aforementioned cancellation;
BE IT FURTHER RESOLVED THAT the 2015 Assessment Roll for the Town of Minitonas shall be adopted as presented.

6. S. Windsor – J. Caruk
WHEREAS the date for the Tax Sale for all properties in the Town of Minitonas with taxes owing for the year 2012 has been set for November 21st, 2014 and;
WHEREAS the municipality has the authority under Section 372 of The Municipal Act to appoint a designated officer to bid on their behalf, and to set a minimum bid on said properties;
THEREFORE BE IT RESOLVED THAT the minimum bid for any property being auctioned shall be set at the full amount owing tax arrears, interest on those arrears, and costs incurred as a direct result of the Tax Sale process;
BE IT FURTHER RESOLVED THAT the CAO for the Town of Minitonas shall be appointed as the ‘Designated Officer’ to bid on any properties to be sold by auction on behalf of the municipality.

7. D. Bartel – J. Caruk
WHEREAS the Council of the Town on Minitonas do hereby approve the transfers of $1744.20 from the Joint Fire Fighting Retainer – Capital Equipment Reserve Account to the General Operating Account for the purchase of a new paging system for the fire department, and;
WHEREAS the withdrawal of funds must also be approved by the Council of the Rural Municipality of Minitonas;
THEREFORE BE IT RESOLVED THAT the aforementioned transfer of funds shall be proposed to the RM of Minitonas Council for approval at their October 8th, 2014 Council Meeting, and;
BE IT FURTHER RESOLVED THAT once both councils have provided approval of said transfer by resolution, the Mayor & CAO shall be authorized to sign on behalf of the municipality and funds in the amount of $1744.20 shall then be moved from the joint Fire Fighting Retainer – Capital Equipment Reserve Account to the Town’s General Chequing Account.

8. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has approval for borrowing in place for the Minitonas Lagoon Expansion Project under By-Law No. 3/2010;
AND WHEREAS there is a need to extend the temporary borrowing until such time as the final costs have been determined and long term borrowing can be established;
THEREFORE BE IT RESOLVED THAT we do hereby agree to apply to the Swan Valley Credit Union for an extension of the existing temporary borrowing in the amount of $30,000 until December 31st, 2014 or until such time as the project has been paid in full and the amount of long term borrowing has been determined.

9. S. Windsor – D. Bartel
RESOLVED THAT the Council of the Town of Minitonas does hereby agree to renew the contract agreement with Merv Leslie as attached hereto.

10. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council believes that it is in the best interest of the municipality to make plans and obtain quotes for upgrades that will assist in maintaining the integrity of the Minitonas Community Hall and will provide interior renovations that will allow for a Senior Centre, increased capacity and increased usage, and;
WHEREAS the receipt of funds from Manitoba Hydro through the Community Development initiative will provide a substantial amount of funding required to cover the municipality’s portion of the project, thereby making the project more affordable to local ratepayers;
THEREFORE BE IT RESOLVED THAT we do hereby agree to submit an application to the Province of Manitoba under the Community Places Program for a financial contribution to the Minitonas Community Hall Enhancement Project.

11. D. Bartel – J. Caruk
RESOLVED THAT the Public Works Report for the month of September, 2014 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

12. S. Windsor – J. Caruk
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of September, 2014 shall be approved and either paid out with the October 15th, 2014 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

13. D. Bartel – S. Windsor
WHEREAS an application is being submitted to Province of Manitoba under the Community Places Program to assist with the costs of upgrades that will assist in maintaining the integrity of the Minitonas Community Hall and provide interior renovations that will allow for increased capacity and usage, and;
WHEREAS there will still be a substantial amount of funding required to cover the municipality’s portion of the project;
THEREFORE BE IT RESOLVED THAT we do hereby agree to submit an application to the Community Foundation of Swan Valley for a financial contribution to the Minitonas Community Hall Enhancement Project.

14. D. Bartel – S. Windsor
WHEREAS to commemorate the centennial anniversary of 4-H in Canada and the many years it has been part of the local communities;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby designate Lot 1, Block 5, Plan 314 as the ‘Minitonas 4-H Centennial Park’, and;
BE IT FURTHER RESOLVED THAT a celebration shall be held at the park on Friday, October 17th, 2014 at 4:30 pm to officially announce the naming of the park and to acknowledge the importance of history of 4-H in the Town of Minitonas and the RM of Minitonas.
