RM of Minitonas Minutes – September 10, 2014

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 10th day of September, 2014 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as presented.

2. C. Eisner – E. Rinsdorf
RESOLVED THAT the minutes of the Regular Meeting of Council held on August 13th, 2014 and the Special Meeting of Council held on August 19th, 2014 shall be adopted as circulated.

RESOLVED THAT the Bank Reconciliation and Financial Statement for the month ending August 31st, 2014 shall be approved as presented.

4. E. Rinsdorf – C. Eisner
RESOLVED THAT the Council of the RM of Minitonas does hereby agree to run the attached listing on the Valley Biz Website for the remainder of 2014 at a cost of $25 plus tax.

5. E. Rinsdorf – D. Klekta
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 9041 to 9118 inclusive, amounting to $125,333.08.

6. W. Pacamaniuk – C. Eisner
WHEREAS the Minitonas Town Council has made a recommendation to withdraw funds from the Joint Fire Reserve for the purpose of funding much needed repairs to the Pumper Truck, and;
WHEREAS the Council of the RM of Minitonas agrees that the use of funds meets the criteria for withdrawal from the Joint Fire Reserve as outlined in By-Law No. 2/2009;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to the withdrawal of $10,800 from the Fire Fighting Retainer – Capital Equipment Reserve Account for the costs of maintenance and improvements to the 1998 Fort Gary Pumper Truck as per Invoice No. 283 submitted by Sea Hawk, a copy of which is attached hereto.

7. D. Klekta – E. Rinsdorf
RESOLVED THAT the Rural Municipality of Minitonas does hereby approve the attendance of CAO, Carolyn Gordon and Assistant CAO, Kasey Chartrand at the Swan Valley Recreation District Workshop to be held in Swan River on September 20th, 2014 and the MMAA District 7 Meeting held in Dauphin, MB on September 22nd, 2014, and;
BE IT FURTHER RESOLVED THAT all applicable overtime shall be booked for future use, and all expenses shall be paid in accordance with the current RM of Minitonas Indemnity By-Law and the RM of Minitonas Policy Manual.

WHEREAS the Agreement with Manitoba Hydro for the CDI Funding includes the submission of an annual report on the expenditure of the funds received;
THEREFORE BE IT RESOLVED THAT the Reeve and Chief Administrative Officer shall be authorized to sign the attached CDI Community Annual Report and the same shall be approved for submission to Manitoba Hydro.

RESOLVED THAT the RM of Minitonas Council does hereby agree to make a grant in the amount of $500.00 to the Minitonas Curling Club to assist with the operating costs for the 2014-15 season.

10. D. Klekta – E. Rinsdorf
RESOLVED THAT the Rural Municipality of Minitonas does hereby agree to pay 50% of the costs to send two representatives of the Minitonas Age Friendly Committee to the workshop in The Pas on September 11th, 2014.

11. W. Pacamaniuk – C. Eisner
WHEREAS the municipality has advertised and received applications for a Casual Operator, and have reviewed all resumes as submitted;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to hire Sheldon Skulmoski for the aforementioned position as per the terms and conditions attached hereto.

RESOLVED THAT the 2013-2014 audited financial statement for the Swan Lake Watershed CD shall be received by the Council of the RM of Minitonas.

13. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the Rural Municipality of Minitonas do hereby agree to extend the agreement for rental of the JD Backhoe until October 22, 2014 under the terms and conditions of the existing agreement, a copy of which is attached hereto.

14. D. Klekta – C. Eisner
WHEREAS the Council of the RM of Minitonas has determined that it is in the best interest of the municipality to secure a supply of gravel at the Strilkiwski Pit located on portions of Section 32-39-26WPM;
THEREFORE BE IT RESOLVED THAT the attached quote shall be approved for payment of the crushing and supply costs, and that amount shall be recorded in the RM of Minitonas Gravel Inventory for future use.

RESOLVED THAT By-Law No.4/2014, being a by-law of the Rural Municipality of Minitonas for the purpose of regulating and preventing fires in the municipality shall be read a third time this 10th day of September, 2014, signed by the Reeve, and sealed by the Chief Administrative Officer.

16. W. Pacamaniuk – D. Klekta
WHEREAS the Province of Manitoba has offered to amend the 2015-2017 Provincial Gravel Road Agreement to allow for an extension to the requirement for COR Certification upon receipt of a written request from the municipality;
AND WHEREAS the RM of Minitonas is in the process of obtaining COR Certification and agree that an extension is necessary in order to complete all components of the process to become COR Certified;
THEREFORE BE IT RESOLVED THAT the Council for the Rural Municipality of Minitonas does hereby instruct the CAO to send a written request for said extension to December 31st, 2015 on behalf of the municipality.

WHEREAS the Council of the Rural Municipality of Minitonas agree that weather conditions were the cause for the delay in applying gravel under the 2014 contract;
THEREFORE BE IT RESOLVED THAT we do hereby agree to extend the deadline for application of gravel to October 31st, 2014 with no penalty.

18. W. Pacamaniuk – D. Klekta
WHEREAS it is deemed to be in the best interest of the municipality to apply under the Trucking Productivity Improvement Fund Program for approval to transport RTAC Weights on Provincial Roads in order to reduce the transportation costs associated with hauling lighter weights when applying gravel to municipal roads;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas do hereby agree to submit the application to the TPIF Program as per the copy attached hereto, and authorize the CAO to sign said application on behalf of the municipality.
