Town of Swan River Minutes – May 20, 2014

The Council of the Town of Swan River met on Tuesday, May 20th, 2014, at 7:30 p.m. in the Town Council Chambers with Deputy Mayor Delaurier presiding and Councilor’s, Jacobson, Friesen, Sakal, Bobick and Whyte present. Mayor McKenzie was absent.

Minutes:

1. RESOLVED that the minutes of the May 6th, 2014 regular meeting of Council be adopted as received.

2. RESOLVED that the Agenda for the May 20th, 2014 regular meeting of Council be received.

3. RESOLVED that the Swan Valley Regional Initiative for a Strong Economy audited Financial Statements for the year ended December 31, 2013 and prepared by Reimer & Company be received.

4. RESOLVED that the Town of Swan River Council adopt the NO Idle/NO Top-Off Policy attached as Schedule “A” as amended.

5. RESOLVED that the accounts as follows be hereby approved for payment:
(1) General Accounts form Cheque No. 14929 to No. 15028 for a total of $192,962.85.
(2) Payroll Account from Cheque No. 3316 to No. 3324 for a total of $88,225.10.

8. RESOLVED that the Swan Valley Planning District Board audited Financial Statements for the year ended December 31, 2013 and prepared by BMP Chartered Accountants be received.

9. RESOLVED that By-Law No. 4/2014 being a By-law of the Town of Swan River to prevent persons from loitering in or about public places in the Town of Swan River be read a second time.

11. RESOLVED that Lance Jacobson & Jason Sakal be authorized to attend the Manitoba Conservation Districts Association Tour of the Swan Lake Watershed Conservation District on June 17th and 18th, 2014.

15. WHEREAS:
The Parliament of Canada wishes to increase awareness among Canadians of the significant benefits of physical activity and to encourage Canadians to increase their level of physical activity and their participation in recreational sports and fitness activities;
It is in Canada’s interest to improve the health of all Canadians and to reduce the burden of illness on Canadian families and on the Canadian health care system;
Many local governments in Canada have public facilities to promote the health and fitness of their citizens;
The Government of Canada wishes to encourage local governments, non-government organizations, the private sector and all Canadians to recognize the first Saturday in June as National Health and Fitness Day and to mark the day with local events and initiatives celebrating and promoting the importance and use of local health, recreational, sports and fitness facilities;
Canada’s mountains, oceans, lakes, forests, parks and wilderness also offer recreational and fitness opportunities;
Canadian Environment Week is observed throughout the country in early June, and walking and cycling are great ways to reduce vehicle pollution and improve physical fitness;
Declaring the first Saturday in June to be National Health and Fitness Day will further encourage Canadians to participate in physical activities and contribute to their own health and well-being;

THEREFORE I, Jason Delaurier, Deputy Mayor of the Town of Swan River, do hereby proclaim the first Saturday in June as National Health and Fitness Day in the Town of Swan River.
