Village of Benito Minutes – May 13, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday May 13, 2014 in the Village Council Chambers.
Present: Mayor Meadows; Deputy Mayor Scouten; Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.

Mayor Meadows called the meeting to order at 7:00 pm
Public Hearing; 8:00 pm 2014 Financial Plan

1. SCOUTEN
ZEBINSKI
RESOLVED that the minutes of the Regular Meeting of Council held on April 23, 2014 and the Special Meeting held on May 5, 2014 be accepted as presented.
Carried.

2. OFFENBERGER
SCHNEIDER
RESOLVED that the agenda for the Regular Meeting held on May 13, 2014 be adopted as presented.
Carried.

3. ZEBINSKI
SCOUTEN
RESOLVED that accounts numbered 25334 to 25377 in the amount totaling $64,768.18 be ratified as paid.
Carried.

4. SCHNEIDER
OFFENBERGER
RESOLVED that the Village of Benito approve a grant in the amount of $200.00 to the Benito & District Recreation Centre for the Benito July 1st Celebrations.
Carried.

5. SCOUTEN
OFFENBERGER
RESOLVED that the April/May Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

6. ZEBINSKI
SCHNEIDER
RESOLVED that all members of council and the Chief Administrative Officer be authorized to attend the Association of Manitoba Municipalities June District Meeting in Ethelbert on Friday June 13, 2014; and
BE IT FURTHER RESOLVED that registration and expenses be authorized for payment.

RESOLVED that we do now adjourn the Regular Meeting of Council at 8:00 p.m. to attend the Public Hearing regarding the 2014 Financial Plan.
Carried.

8. SCOUTEN
OFFENBERGER
WHEREAS the Public Hearing regarding the 2014 Financial Plan has been completed;
THEREFORE BE IT RESOLVED that we do now reconvene to the Regular Meeting of Council at 8:10 pm.

9. ZEBINSKI
SCOUTEN
Whereas Section 162 Subsection (1) of the Municipal Act requires each municipality to adopt a financial plan for each year in a form approved by the Minister and consisting of;
a) An operating budget;
b) A capital budget;
c) An estimate of operating revenue and expenditures
d) A five year capital expenditure program;
AND WHEREAS the Village of Benito has made such a financial plan;
NOW THEREFORE BE IT RESOLVED that the financial plan for the Village of Benito for the Year 2014 as set out in a form approved by the Minister be hereby adopted.
BE IT FURTHER RESOLVED that the said adopted financial plan shall be incorporated in and form part of the 2014 tax levy by-law.

RESOLVED that By-Law #02/14, being a By-Law of the Village of Benito to authorize the levy of taxes for the year 2014 be read a second time.
Carried.

RESOLVED that By-Law #02/14, being a By-Law of the Village of Benito to authorize the levy of taxes for the year 2014 be read a third time and passed this 13th day of May, 2014 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.

WHEREAS the Village of Benito had received funding for a summer student under the Hometown Green Team Program;
BE IT RESOLVED that Jennifer Allan be hired for this position as per Schedule “A” attached hereto.
Carried.

13. SCOUTEN
OFFENBERGER
WHEREAS the Village of Benito has received funding for a 2nd summer student position under the Hometown Green Team Program;
BE IT RESOLVED that Nicholas Leclaire be hired for this position as per Schedule “A” as attached hereto.

14. SCHNEIDER
OFFENBERGER
RESLVED that the Village of Benito sit as a Board of Revision for the 2015 Assesment Rolls for the Village of Benito on October 14th 2014 at 7:10 pm in the Village Council Chambers:
BE IT FURTHER RESOLVED that all members of Council be appointed as Members of the Board of Revision and that Pat Ellingson be appointed as recording Secretary to hear appeals to the Real Property, Personal Property and Business Assessment Rolls for the Year 2015.

15. SCHENIDER
SCOUTEN
WHEREAS the Council of the Village of Benito has received and reviewed the RCMP Annual performance Plan for the coming year; and
WHEREAS the plan meets with the approval of Council;
THEREFORE BE IT RESOLVED that the Mayor and the CAO is hereby authorized to sign the aforementioned report on behalf of the municipality.

16. ZEBINSKI
SCOUTEN
WHEREAS planning and effort has been invested in developing a project to install community welcome signs and regional identification signs within the boundaries of the Swan Valley; and
WHEREAS this project is a means to strengthen awareness and acceptance of the Swan Valley as a functional economic area which will inspire and garner increased support for new regional initiatives;
NOW THEREFORE BE IT RESOLVED that the Village of Benito supports the funding application by SV RISE inc. and Swan Lake Watershed Conservation District to the 2014-2015 Partner 4 Growth Program.

17. SCOUTEN
ZEBINSKI
RESOLVED that the Mayor and the Chief Administrative Officer be hereby authorized to sign and seal the Federal Gas Tax Extension Agreement as per attached Schedule “A” affixed hereto.

18. ZEBINSKI
OFFENBERGER
BE IT RESOLVED that the Village of Benito accept the quote as attached hereto, to demolish the structures on the properties described as:
1. R15450 Desc 2 1677
2. R27700 A2117
3. R24900 Lot 1 Blk 7 Plan 787; and

BE IT FURTHER RESOLVED that the following conditions shall apply:
the contractor shall be responsible to contact all utilities to mark lines/cables etc
that the contractor shall be compliant with all Workplace Safety and Health regulations as required;
that all materials be sorted and disposed of as per Environmental regulations;
that water & sewer lines be capped and marked for future location;
that the basements be filled and topped with 6” topsoil; and
that the property be leveled smooth.
