Village of Benito Minutes – February 25, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday February 25, 2014 in the Village Council Chambers.

Present: Mayor Meadows;
Deputy Mayor Scouten;

Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.

Mayor Meadows called the meeting to order at 7:00 pm

RESOLVED that the minutes of the Regular Meeting of Council held on February 11, 2014 be adopted as amended..

RESOLVED that the agenda for the Regular meeting held on February 25, 2014 be adopted as amended.
Carried.

3. OFFENBERGER
SCOUTEN
RESOLVED that By-Law #01/14, being a By-Law to provide remuneration to the Council of the Village of Benito be read a third time and passed this 25th day of February, 2014 A.D., signed by the Mayor and signed and sealed by the Chief Administrative Officer.

RESOLVED that the Financial Statements to January 31, 2014 be accepted as presented.
Carried.

BE IT RESOLVED that the February Maintenance report be accepted as presented by the Maintenance Supervisor.
Carried.

6. SCOUTEN
OFFENBERGER
WHEREAS Resolution #7 dated February 11, 2014, authorized the purchase of blue boxes at a cost of ten dollars ($10): and
WHEREAS the cost of the boxes to the Village of Benito has increased to twelve dollars ($12);
THEREFORE BE IT RESOLVED that the Village of Benito amend the aforementioned resolution to authorize payment of twelve dollars ($12) as per invoice.

RESOLVED that Bill Woytkiw be authorized to attend the Water Treatment 1 course in Winnipeg, MB from May 5 to May 8, 2014; and
BE IT FURTHER RESOLVED that expenses will be authorized for payment as outlined in Schedule “A” as attached hereto.

RESOLVED that Resolution #7 passed at the Regular Meeting of the Council of the Village of Benito held on January 14, 2014 be hereby rescinded.

9. SCOUTEN
SCHNEIDER
WHEREAS Bill 33 The Municipal Modernization Act requires municipalities with fewer than 1000 residents to amalgamate with a neighbouring municipality and work together to submit an amalgamation plan; and
WHEREAS the Village of Benito has fewer than 1000 residents and has worked with the R.M. of Swan River to work on a plan which has been submitted with an accompanying resolution as required; and
WHEREAS the accompanying resolution has been rescinded to facilitate further discussion regarding the naming of the new municipality; and
WHEREAS the name of the Swan Valley-Benito has greater significance to the area and the residents who would comprise the new municipality;
THEREFORE BE IT RESOLVED that the Village of Benito invite the R.M. of Swan River to engage in further discussion to agree on naming the municipality Swan Valley-Benito as previously discussed rather than Swan Valley West.

BE IT RESOLVED that the office equipment purchase as per quote, attached as Schedule “A” be authorized.

RESOLVED that the Village of Benito approve a grant of $100 to the Swan Valley Crisis Centre for the year 2014.
Carried.

12. ZEBINSKI
SCHNEIDER
RESOLVED that Pat Ellingson be authorized to attend the Election Training Seminar in Russell, MB on March 26, 2014;and
BE IT FURTHER RESOLVED that expenses be authorized for payment as per By-Law #02/08.

WHEREAS the January employee overtime reports have be received and reviewed by Council;
BE IT RESOLVED that the overtime hours recorded be accepted as presented and be approved for payment as attached hereto.

14. SCOUTEN
ZEBINSKI
WHEREAS the tonnage fee of $550.00 per tonne was approved for three months ending December 31, 2013;
RESOLVED that until such time as a new tonnage fee agreement has been approved, Council authorize the payment of $238.00 per metric tonne of eligible recyclable material to Valley Lions Recycling Inc. for material collected and shipped from January 1, 2014.
