Village of Benito Minutes – February 11, 2014

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday February 11, 2014 in the Village Council Chambers.

Present: Mayor Meadows;
Deputy Mayor Scouten;

Councilor Zebinski; Councilor Offenberger; Councilor Schneider

Chief Administrative Officer ~ Pat Ellingson.

1. SCHNEIDER
OFFENBERGER
RESOLVED that the minutes of the Regular Meeting of Council held on January 28, 2014 be adopted as presented.
Carried.

2. ZEBINSKIK
SCOUTEN
RESOLVED that the agenda for the Regular meeting held on February 11, 2014 be adopted as amended.
Carried.

3. OFFENBERGER
ZEBINSKI
RESOLVED that By-Law #01/14, being a By-Law to provide remuneration to the Council of the Village of Benito be read a first time.
Carried.

4. SCOUTEN
SCHNEIDER
RESOLVED that By-Law #01/14, being a By-Law to provide remuneration to the Council of the Village of Benito be read a second time.
Carried.

5. SCHNEIDER
SCOUTEN
RESOLVED that accounts numbered 25196 to 25243 in the amount totaling $54,559.01 be ratified as paid.
Carried.

6. SCOUTEN
OFFENBERGER
RESOLVED that the unaudited Financial Statements to December 31, 2014 be accepted as presented.
Carried.

7. ZEBINSKI
OFFENBERGER
RESOLVED that the Village of Benito authorize the purchase of 15 Blue Boxes from the Town of Swan River @$10/ea. for resale to Benito residents wishing to participate in the Village Recycling Program.
BE IT FURTHER RESOLVED that the Blue Boxes will be sold at cost.
Carried.

NOTICE TO RESCIND
Notice is hereby given that at the next meeting of Council, I, Deputy Mayor Scouten, propose to rescind Resolution #7 passed at the Regular Meeting of Council held on the 14th day of January 14, 2014.

8. SCHNEIDER
ZEBINSKI
RESOLVED that the January/February Animal Control Report be accepted as presented by the Animal Control Officer.
Carried.

9. SCOUTEN
OFFENBERGER
WHEREAS the 2013 Audit Report for the Benito Public Water System has been received; and
WHEREAS the Audit Report reflects that the Public Water System in Benito has complied with the terms and conditions of the Operating License;
THEREFORE BE IT RESOLVED that the Audit Report as submitted by the Senior Drinking Water Officer be accepted as received.

10. SCHNEIDER
ZEBINSKI
WHEREAS municipalities are obligated under The Noxious Weeds Act Section 11(1) to appoint a weed inspector in each year;
THEREFORE BE IT RESOLVED that the Village of Benito appoint Donald Ellingson as Weed Inspector for the municipality for the year 2014.

11. SCOUTEN
OFFENBERGER
WHEREAS Section 250, Subsection(2), Clause(E) gives authority to municipalities to use municipal equipment to carry out private works on private property;
AND WHEREAS Section 252, Subsection (2) gives authority to municipalities to collect unpaid accounts in the same manner as property taxes;
AND WHEREAS the Village of Benito has used municipal equipment to carry out private works on private properties;
AND WHEREAS the said accounts are unpaid to date;
THEREFORE BE IT RESOLVED that the accounts receivable as set out in Schedule “A” affixed hereto and totaling $687.50 be added to the respective Tax Rolls.
