Town of Minitonas Minutes – December 20, 2013

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 20th day of December, 2013 A.D. at 8:00 p.m.

1. S. Windsor – D. Bartel
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. S. Windsor – J. Caruk
RESOLVED THAT the Bank Reconciliation and the Financial Statement for the period ending November 30th, 2013 shall be approved as presented.
Carried.

3. J. Caruk – D. Bartel
RESOLVED THAT the Animal Control Officer’s Report for the month of November, 2013 shall be accepted as presented, a copy of which is attached hereto, and;
BE IT FURTHER RESOLVED THAT payment for contract services for Animal Control shall be made as per the aforementioned report.

4. D. Bartel – S. Windsor
RESOLVED THAT we do hereby approve the purchase of supplies for picnic tables as attached hereto.
Carried.

5. J. Caruk – S. Windsor
RESOLVED THAT approval of payment be made for the List of Accounts numbered 5675 to 5737 inclusive, amounting to $145,890.41.

6. D. Bartel – J. Caruk
WHEREAS the Town of Minitonas agrees to apply for 2 positions under the Hometown Green Team Program with a start date of Position No. 1 to be May 1st, 2014 and a start date for Position No. 2 to be June 30th, 2014 with both positions ending on August 29th, 2014;
THEREFORE BE IT RESOLVED THAT we do hereby authorize CAO, Carolyn Gordon to make the aforementioned application to the Province of Manitoba for funding on behalf of the municipality.

WHEREAS the Council of the Town of Minitonas may, in accordance with Section 163 of the Municipal Act, adopt an Interim Operating Budget;
THEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the following Interim Operating Budget for the Fiscal Year 2014:
General Fund
General Government Services $ 50,000.00
Protective Services $ 20,000.00
Transportation Services $100,000.00
Environmental Health/Dev. Services $ 34,000.00
Economic Development Services $ 4,000.00
Public Health Services $ 2,000.00
Recreational and Cultural Services $ 40,000.00
Total $250,000.00

Utility Fund
Water and Sewer Services $100,000.00
Water and Sewer Capital $150,000.00
Total $250,000.00

8. D. Bartel – J. Caruk
RESOLVED THAT the Council of the Town of Minitonas do hereby authorize the attached transfers from the General Operating Account to the Municipal Reserve Accounts.

9. D. Bartel – S. Windsor
RESOLVED THAT we do hereby agree to accept the attached quote for snow removal services for 2013-2014, and shall enter into the agreement as attached hereto;
BE IT FURTHER RESOLVED THAT the Mayor and CAO shall be authorized to sign said agreement on behalf of the municipality.

10. J. Caruk – D. Bartel
WHEREAS, under the authority of Section 243, and 246(3) of the Act, the attached bills were issued in a timely manner to the owner of the property in question;
AND WHEREAS the municipality has received no payment to date, and the bills remain outstanding as of today’s date;
THEREFORE BE IT RESOLVED THAT the amount of the aforementioned bills shall be added to the property taxes as attached hereto;
BE IT FURTHER RESOLVED THAT notice shall be sent to the property owners detailing the amount being added to the taxes as of December 31st, 2013.

RESOLVED THAT By-Law No. 5/2013, being a By-law of the Town of Minitonas for the purpose of arranging Indemnities for Members of Council and the Municipal Committees, shall be read a third time this 20th day of December, 2013 A.D., signed by the Mayor, and signed and sealed by the Chief Administrative Officer.

12. D. Bartel – J. Caruk
WHEREAS the increased water usage due to municipal equipment failure has caused added water consumption for the attached utility customer, and;
WHEREAS the municipality is responsible for maintenance of the aforementioned equipment;
RESOLVED THAT we do hereby approve the reduction in the November Utility Bill as attached hereto, and;
BE IT FURTHER RESOLVED THAT the Town Water/Sewer Policy – Section WS5 as attached hereto.

13. J. Caruk – D. Bartel
WHEREAS Swan Valley Regional Initiative for a Strong Economy (RISE) has been established by the seven municipalities of the Swan Valley as the delivery model for bregional economic development, and;
WHEREAS Swan Valley RISE has provided a proven benefit to the Swan Valley through a strong, well represented committee that has achieved and communicated measurable results;
THEREFORE BE IT RESOLVED THAT the Town of Minitonas fully supports the continued operation of Swan Valley RISE as the delivery model for regional economic development, and;
BE IT FURTHER RESOLVED THAT the Minitonas Town Council agrees to support a commitment for funding the operations of Swan Valley RISE for the 2014 Fiscal Year, with the understanding that the total annual budget for RISE will be set according to the attached spreadsheet, and the levy for each participating municipality will be based on 50% on assessment and 50% on a per capita basis, and;
BE IT FURTHER RESOLVED THAT, due to the pending amalgamations, membership and contributions for the 2015 & 2016 Fiscal Years will be suggested to the new council elected October 2014, with a recommendation to continue with a combined total levy as suggested for the three partner municipalities according to the attached spreadsheet.

RESOLVED THAT the year 2013 be declared as the designated year with regards to the Town of Minitonas Tax Sale, and;
BE IT FURTHER RESOLVED THAT all properties with taxes owing for any portion of the year 2012 or prior shall be offered for sale by public auction, to be held at 10:00 am on November 21st, 2014 to recover tax arrears and costs, and;
BE IT FURTHER RESOLVED THAT Taxervice shall be authorized to conduct the 2014 Tax Sale for the Town of Minitonas.

RESOLVED THAT the 2014 Strategic Plan for the Town of Minitonas shall be adopted as attached hereto.

16. D. Bartel – J. Caruk
WHEREAS the Minitonas Town Council has reviewed and amended the council committee appointments for the coming year;
THEREFORE BE IT RESOLVED THAT the 2013-2014 Town of Minitonas Council Committee Appointments shall be approved as attached hereto.

17. J. Caruk – D. Bartel
WHEREAS Manitoba Hydro has determined that the Town of Minitonas is eligible for grant funding under the Community Development Initiative, and;
WHEREAS the municipal council feels that this is an excellent opportunity to receive funding for local community development;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas does hereby agree to enter into the CDI Participation Agreement with Manitoba Hydro under the terms and conditions outlined in the documents received November 28th, 2013, and;
BE IT FURTHER RESOLVED THAT Mayor, Henry Barkowski and CAO Carolyn Gordon shall be authorized to sign said agreement on behalf of the municipality.

RESOLVED THAT we do now adjourn at 9:45 pm to meet again for the next regular meeting of Council to be held on the 15th day of January, 2014 at 7:00 pm.
