Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 13th day of November, 2013 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.

RESOLVED THAT the minutes of the Regular Meeting of Council held on October 9th, 2013 and the Special Meeting of Council held on October 30th, 2013 shall be adopted as circulated.
Carried.

3. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Bank Reconciliation for the month ending September 30th, 2013 and the Financial Statement for the month ending October 31st, 2013 shall be adopted as presented.
Carried.

4. E. Rinsdorf – C. Eisner
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 8260 to 8352 inclusive, amounting to $1,290,875.89.

5. W. Pacamaniuk – C. Eisner
WHEREAS Manitoba Transportation and Government Services agreed to provide a grant in the amount of $12,060.00 to undertake improvements to approximately one and one half miles of Road #224N and two miles of Road #155W in the Rural Municipality of Minitonas;
AND WHEREAS the attached Statutory Declaration and Schedule ‘A’ along with copies of all applicable invoices have been reviewed by council and are approved for submission;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO to submit the aforementioned documents to Manitoba Infrastructure & Transportation to claim the approved 10% Grant for 2013.

6. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby agree to open a charge account at Work World as per the details attached hereto, and;
BE IT FURTHER RESOLVED THAT the Chief Administrative Officer shall be authorized to complete and sign all documents for said account on behalf of the municipality.

7. W. Pacamaniuk – D. Klekta
RESOLVED THAT the RM of Minitonas Council does hereby approve the attendance of the Public Works Supervisor and the Assistant CAO at the COR Safety Courses in Brandon, MB on December 6th, 2013, January 31st, 2014 and March 13th & 14th, 2014 and;
BE IT FURTHER RESOLVED THAT the registration fees, mileage and meals shall be paid in accordance with the current by-laws and policies of the Rural Municipality of Minitonas.

8. E. Rinsdorf – C. Eisner
RESOLVED THAT the Council of the Rural Municipality of Minitonas does hereby approve the attendance of the CAO and the Assistant CAO at the Financial Plan Course in Brandon, MB on January 16th & 17th, 2014, and;
BE IT FURTHER RESOLVED THAT the registration fees, mileage and meals shall be paid in accordance with the current by-laws and policies for the Rural Municipality of Minitonas.

WHEREAS the Municipality has received notification from the Swan River Assessment Branch date November 1st, 2013 regarding the revised assessment for the revised re-assessment for 2013 as attached hereto;
AND WHEREAS the RM of Minitonas Council agrees that aforementioned changes should be applied as submitted, and further to Council Resolution No. 13 dated September 11th, 2013;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas does agree to make changes to the 2013 Revised Tax Notice for the aforementioned properties accordingly.

WHEREAS all appeals have been settled by the Municipal Assessors with respect to the 2013 Board of Revision for the RM of Minitonas;
THEREFORE BE IT RESOLVED THAT the Board of Revision for the 2014 Assessment Roll, scheduled for today shall hereby be cancelled, and the Municipal Assessor shall be notified of the aforesaid cancellation;
BE IT FURTHER RESOLVED THAT the 2014 Assessment Rolls shall be adopted as revised.

RESOLVED THAT the Council for the Rural Municipality of Minitonas does hereby agree to offer the donation of administrative services to the Minitonas Lions Club for the Supper/Time & Talent Fundraiser on November 16th, 2013.

12. C. Eisner – E. Rinsdorf
RESOLVED THAT the membership of the Rural Municipality of Minitonas to the Federation of Canadian Municipalities shall be renewed for 2014 and paid by the municipality in January, 2014.
Carried.

13. W. Pacamaniuk – D. Klekta
RESOLVED THAT we do hereby authorize the CAO to apply for a ‘Lifetime – No Charge’ Bronze Account with Municipal Classifieds for the Rural Municipality of Minitonas as per the offer attached hereto.
Carried.

14. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT the Council for the RM of Minitonas does hereby agree to invite quotes for Septic Services for the 2014 Calendar Year;
BE IT FURTHER RESOLVED THAT a deadline of December 6th, 2013 be set for submission of quotes.

15. D. Klekta – C. Eisner
WHEREAS the year 2012 was declared to be the designated year with regard to the Rural Municipality of Minitonas Tax Sale;
AND WHEREAS all taxes identified as outstanding for the year 2011 and prior have been paid in full or legal arrangements made for the same;
THEREFORE BE IT RESOLVED THAT the 2013 Tax Sale shall hereby be adjourned with respect to any properties with taxes owing for any year prior to 2011.
Carried.

Councillor Eisner left the meeting at 12:20 pm.

16. E. Rinsdorf – D. Klekta
WHEREAS serious financial burden and stress can be placed on rural residents in Manitoba as a result of the need to spend extended periods of time in Winnipeg undergoing specialized medical treatments & care, and;
WHEREAS ‘A Port in the Storm’ is a facility built and developed by a volunteer organization to create a ‘Home-Away-From-Home’ that is affordable, comfortable and safe for rural residents of Manitoba (outside of the City of Winnipeg) who must stay for extended periods of time to undergo medical treatment, care and recovery, and;
WHEREAS the Council for the Rural Municipality of Minitonas acknowledge the benefits of such a facility for local residents who may need an alternative to staying in a hotel or motel, and;
WHEREAS ‘A Port in the Storm’ currently offers 17 suites in ‘Villa Aulneau’ for such a purpose and has determined a desperate need (over 50 persons have been declined a room due to lack of space in the last 2 or 3 months) to enlist fundraising assistance to build a new facility with 40 suites to fill the growing need for affordable accommodations for rural medical patients;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council does hereby agree to support efforts to lobby the Provincial Government for financial support of this critical project that will benefit a multitude of persons in all areas of Manitoba;
BE IT FURTHER RESOLVED THAT all Manitoba Municipalities outside of the City of Winnipeg should be encouraged to offer their support for ‘A Port in the Storm’.
