RM Of Minitonas Minutes – June 12, 2013

Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 12th day of June, 2013 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. W. Pacamaniuk – C. Eisner
RESOLVED THAT the minutes of the Regular Meeting of Council held on May 8th, 2013 and the Special Meeting of Council held on May 15th, 2013 shall be adopted as circulated.
Carried.

3. E. Rinsdorf – C. Eisner
RESOLVED THAT the Bank Reconciliation for the month ending April 30th, 2013 and the Financial Statement for the month ending May 31st, 2013 shall be adopted as presented.
Carried.

4. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7889 to 7985 excluding cheque # 7932, amounting to $264,804.71.
Carried.

5. C. Eisner – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas does hereby agree to hire contract services for Public Works Labour, Flood Repair, and Municipal Property Maintenance as attached hereto.

6. W. Pacamaniuk – D. Klekta
WHEREAS the RM of Minitonas Council has reviewed all quotes submitted for a new motor grader as advertised;
THEREFORE BE IT RESOLVED THAT we do hereby agree to purchase a CAT 160M motor grader for the sum of $140,000.00 as per the quote attached hereto;
BE IT FURTHER RESOLVED THAT the full price, including PST shall be transferred from the Machinery Replacement Reserve.

7. E. Rinsdorf – C. Eisner
WHEREAS the Province of Manitoba has provided an opportunity for road renewal funding under the new Municipal Road Improvement Program, and;
WHEREAS the municipality has determined that the attached projects fall under the program criteria and it would be beneficial to renew said roads for better travel and public safety;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council does hereby agree to apply for a maximum grant in the amount of $25,000 as per the details attached hereto.

8. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council does hereby agree to update the members of the Rural Municipality of Minitonas Safety Committee as follows;
Council Safety Representative; Walter Pacamaniuk
Administrative Safety Representative ; Carolyn Gordon
Worker’s Safety Representative; Colin Eisner
Safety Officer; Daryl Chartrand
BE IT FURTHER RESOLVED THAT the municipality’s Safety Plan be updated accordingly, and any works related to this committee appointment be paid in accordance with the current municipal by-laws and policies.

9. E. Rinsdorf – C. Eisner
WHEREAS the Council of the Rural Municipality of Minitonas agrees that it is important to the economic growth of the Swan Valley to pursue regional initiatives and strengthen awareness and acceptance of the Swan Valley as one functional economic area;
THEREFORE BE IT RESOLVED THAT we do hereby agree to submit a letter of support for the application by Swan Valley RISE and the Swan Lake Watershed Conservation District to the 2013-2014 Partners for Growth Program in order to obtain funding for the purchase and installation of community welcome signs and regional identification signs within the boundaries of the Swan Valley.

10. D. Klekta – E. Rinsdorf
RESOLVED THAT By-Law No. 2/2013, being a by-law of the Rural Municipality of Minitonas with respect to Unsightly and Untidy Premises, Nuisances and Dangers to Public Safety and Health lying within the boundaries of the Rural Residential Areas of the Municipality, shall be introduced and read a first time this 12th day of June, 2013 A.D.

RESOLVED THAT By-Law No. 2/2013, being a by-law of the Rural Municipality of Minitonas with respect to Unsightly and Untidy Premises, Nuisances and Dangers to Public Safety and Health lying within the boundaries of the Rural Residential Areas of the Municipality, shall be read a second time this 12th day of June, 2013 A.D.

RESOLVED THAT the Rural Municipality of Minitonas does hereby agree to enter into the attached agreement with Strilkiwski Contracting Ltd. for removal of gravel from the property known as Lot 10, 30-34-27 WPM for the 2013 Construction Season.

RESOLVED THAT we do now adjourn at 12:30 pm to meet again for the next Regular Meeting of Council on July 10th, 2013 at 8:00 am.
