Village of Benito Minutes – May 14, 2013

A Regular Meeting of Council of the Village of Benito was called to order at 7:00 pm on Tuesday, May 14, 2013 in the Village Council Chambers.

Present – Mayor Meadows,
Deputy Mayor Scouten;

Councilor Offenberger; Councilor Zebinski; Councilor Schneider
Chief Administrative Officer – Pat Ellingson
Mayor Meadows called the meeting to order at 7:00 pm.

Delegations: Benito Fire Department – Chief Woytkiw and Deputy Koehn (did not attend due to fire call)

SCOUTEN
RESOLVED that the minutes of the last Regular Meeting of Council held on April 23, 2013 and the Special Meeting held on May 7, 2013 be accepted as presented.
Carried.

OFFENBERGER
RESOLVED that the agenda for the regular meeting held on May 14, 2013 be adopted as presented.
Carried.

RESOLVED that Bylaw #04/13, being a Bylaw of the Village of Benito to amend Bylaw #02/12 be read a third time and passed this 14th day of May 2013 A.D., signed by the Mayor and signed by the mayor and signed and sealed by the Chief Administrative Officer.
In Favor: Councilor Scouten, Councilor Offenberger; Councilor Zebinski, Councilor Schneider; Mayor Meadows.

RESOLVED that BP # 03/13 ~ Demolition at 19 Fourth Avenue be accepted as presented.
Carried.

RESOLVED that accounts numbered 24659 to 24707 in the amount totaling $ 65,180.25 be ratified as paid.
Carried.

RESOLVED that the Village of Benito enter into an agreement with Darlyn Hunt to provide grounds maintenance services at the Benito Cemetery as per the Maintenance Agreement attached hereto as Schedule “A”; and
BE IT FURTHER RESOLVED that the Mayor and CAO be authorized to sign said agreement on behalf of the Village of Benito.

RESOLVED that the Village of Benito approve the 2013 Budget as presented by the Swan Valley Emergency Measures District; and
BE IT FURTHER RESOLVED that the annual support of $1211.00 be authorized for payment.

RESOLVED that all members of Council and the Chief Administrative Officer be authorized to attend the Association of Manitoba Municipalities June District Meeting in Roblin on Friday June 14, 2013; and
BE IT FURTHER RESOLVED that registration and expenses be authorized for payment.

WHEREAS Section 250, Subsection (2), Clause (E) gives authority to municipalities to use municipal equipment to carry out private works on private property;
AND WHEREAS Section 252, Subsection (2) gives authority to municipalities to collect unpaid accounts in the same manner as property taxes;
AND WHEREAS the Village of Benito has used municipal equipment to carry out private works on private properties;
AND WHEREAS the said accounts are unpaid;
NOW THEREFORE BE IT RESOLVED that the accounts receivable as set out in Schedule “A” affixed hereto and totaling $630.00 be added to the respective Tax Rolls.

BE IT RESOLVED that the employee request for LOA be approved as requested.

RESOLVED that members of Council and the Chief Administrative Officer be authorized to attend the G-7 Meeting in Birch River on Monday June 3, 2013.
BE IT FURTHER RESOLVED that mileage and expenses be authorized for payment.

RESOLVED that the Village Office be closed at 12:00 noon on Friday May 17, 2013.
Carried.

RESOLVED that we do adjourn the Regular Meeting of Council at 10:40 pm.
