Town of Minitonas Minutes – January 16, 2013

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 16th day of January, 2013 A.D. at 7:00 p.m.

1. W. Robb – S. Windsor
RESOLVED THAT the Agenda be adopted as presented.
Carried.

2. D Bartel – J. Caruk
RESOLVED THAT the Minutes of the Regular Meetings of Council held on December 5th & 12th, 2012 and the Special Meetings of Council held on December 10th & 21st, 2012 shall be adopted as circulated.

3. J. Caruk – S. Windsor
WHEREAS the Council of the Town of Minitonas may, in accordance with Section 163 of the Municipal Act, adopt an Interim Operating Budget;
THEREFORE BE IT RESOLVED THAT we do hereby agree to adopt the following Interim Operating Budget for the Fiscal Year 2013:
General Fund
General Government Services $50,000.00
Protective Services $20,000.00
Transportation Services $100,000.00
Environmental Health/Dev. Services $34,000.00
Economic Development Services $ 4,000.00
Public Health Services $2,000.00
Recreational & Cultural Services $40,000.00
Total $250,000.00
Utility Fund
Water & Sewer Services $100,000.00
Water & Sewer Capital $150,000.00
Total $250,000.00

RESOLVED THAT approval of payment be made for the List of Accounts numbered 5147 to 5207 inclusive, amounting to $924,626.55.

5. S. Windsor – J. Caruk
RESOLVED THAT the Bank Reconciliation for the month ending November 30th, 2012 and December 31st, 2012 and the Financial Statement for the period ending December 31st, 2012 shall be approved as presented.

6. S. Windsor – W. Robb
WHEREAS the Minitonas Town Council has reviewed the contract agreements for 2013 and are in agreement to the rates and terms of said agreements;
THEREFORE BE IT RESOLVED THAT we do agree to renew the Agreements for Contract Services for Legal Counsel, Building Inspections, Animal Control, Cenotaph Yard, Library Cleaning and Community Hall Laundry for the 2013 Fiscal Year as attached hereto.

7. J. Caruk – D. Bartel
WHEREAS the Town of Minitonas has received notification from Manitoba Local Government that all municipalities with a population under 1000 need to consider amalgamation with a municipality which shares a border, and;
WHEREAS the municipality currently shares a good working relationship and many shared services with the Rural Municipality of Minitonas, and;
WHEREAS an initial meeting was held on January 14th, 2013 between the Town of Minitonas, the Rural Municipality of Minitonas and the Village of Bowsman for preliminary discussions regarding this notification;
THEREFORE BE IT RESOLVED THAT further exploration of possible amalgamation with the Rural Municipality of Minitonas and the Village of Bowsman shall be undertaken.

WHEREAS the Minitonas Town Council has reviewed the performance of their employees for 2012 and are in agreement with the proposed wages to be paid to Town Staff Public Works for 2013;
THEREFORE BE IT RESOLVED THAT we do agree to adopt the 2013 wages & salaries as per Schedule ‘A’ attached hereto.

9. W. Robb – S. Windsor
RESOLVED THAT By-Law No. 7/2012, being a By-law of the Town of Minitonas for the purpose of establishing a Minitonas Recreation Reserve Fund, shall be read a third time this 16th day of January, 2013 A.D., signed by the Mayor, and signed and sealed by the Chief Administrative Officer.

10. J. Caruk – D. Bartel
WHEREAS funds to be transferred into the new Recreation Reserve Account in December, 2012 had to be held in the Minitonas Hall Reserve Account awaiting the opening of the new Recreation Reserve;
THEREFORE BE IT RESOLVED THAT the amount of $2600.00 plus any interest accrued may now be transferred from the Hall Reserve to the Recreation Reserve, as the account in now open.

11. S. Windsor – W. Robb
RESOLVED THAT the Public Works Report for the month of December, 2012 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

12. D. Bartel – J. Caruk
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of December, 2012 shall be approved for payment with the December 31st, 2012 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

RESOLVED THAT the Building Permits for January to December, 2012 shall be accepted as attached hereto.

14. D. Bartel – J. Caruk
WHEREAS the Town of Minitonas agrees to apply for 2 positions under the Hometown Green-Team Program with a start date of Position No. 1 to be May 6th, 2013and a start date for Position No. 2 to be July 2nd, 2013 with both positions ending on August 30th, 2013;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO, Carolyn Gordon to make the aforementioned application to the Province of Manitoba for funding on behalf of the municipality.

RESOLVED THAT the Animal Control Officer’s Report for the months of November and December, 2012 shall be accepted as presented, a copy of which is attached hereto.

16. W. Robb – S. Windsor
RESOLVED THAT we do now adjourn at 11:00 pm to meet again for the next regular meeting of Council to be held on the 23rd day of January, 2013 A.D. at 7:00 pm.
