Minutes of the Regular Meeting of the Council of the Rural Municipality of Swan River, held in the Council Chamber at 216 Main Street West, Swan River, Manitoba on Tuesday, October 9, 2012 at 7:30 p.m.

RESOLVED that the Agenda for the Regular Council Meeting, held Tuesday, October 9, 2012 be adopted as received.

WHEREAS in the face of crime or conflict, restorative justice offers a philosophy and approach that views these matters principally as harm done to people and relationships; and
WHEREAS restorative justice approaches strive to provide support and opportunities for the voluntary participation and communication between those affected by crime and conflict (victims, offenders, community) to encourage accountability, reparation and a movement towards understanding, feelings of satisfaction, healing and a sense of closure; and
WHEREAS this year’s theme for Restorative Justice Week is “Diverse Needs; Unique Responses”, it is an opportunity to learn about restorative justice, educate and celebrate along with other communities across the country during the week;
THEREFORE the Rural Municipality of Swan River hereby proclaims November 18-15, 2012 as Restorative Justice Week.

RESOLVED that the 10% Holdback on the 2012 Gravel Hauling Contract be paid out to Mykula Contracting Ltd.

RESOLVED that Reeve, Lorne Henkelman, be authorized to sign the Memorandum of Understanding as presented by the Town of Swan River pertaining to the Annexation of NE 16-36-27W and proposed declining municipal tax compensation schedule.

WHEREAS there are numerous areas in the Swan River Valley where there is no cell service, or very poor quality cell service;
AND WHEREAS the majority of the residents, business owners, students, councillors, employees and travelers now carry cell phones for convenience, accessibility and safety;
AND WHEREAS letters have been sent to MTS Allstream Inc. in the past in an effort to make the company aware of the seriousness of the request, and of the number of cell phone users who are being billed full costs, but not receiving adequate service and there has been a deterioration of services since that time;
THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of Swan River shall request MTS Allstream Inc. to give serious consideration to the number of cell phone customers in the Swan River Valley that pay full costs and receive little or no services and that steps be taken to provide adequate services to this area that will more fairly represent the fees for service that are being charged.
