Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 8th day of August, 2012 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.

2. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT the minutes of the Regular Meeting of Council held on July 11th, 2012, the Public Hearing held on July 4th, 2012 and the Special Meetings of Council held on July 4th, 2012 and July 23rd, 2012, shall be adopted as circulated.

RESOLVED THAT the Financial Statement for the month ending July 31st, 2012 shall be adopted as presented.

4. W. Pacamaniuk – D. Klekta
WHEREAS the RM of Minitonas Council recognizes the need for additional funding of the Valley Lions Recycling Program due to the loss of the recycling depot (which resulted in the loss of recycling revenue);
THEREFORE BE IT RESOLVED THAT we do hereby agree to a one time payment of approximately $.31 per capita/per month, for a total of $1853.00 for the months of May, 2012 to October, 2012.

5. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7128 to 7197 inclusive, amounting to $309,711.59.

6. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Chief Administrative Officer is hereby authorized to apply to Manitoba Infrastructure and Transportation for an additional 10% Grant of up to $11,737.00 to cover the costs to upgrade Provincial Roads as attached hereto.

7. D. Klekta – E. Rinsdorf
RESOLVED THAT the CAO shall be hereby authorized to secure the services of Balchen & Kulchycki Surveys regarding the attached projects.

8. W. Pacamaniuk – D. Klekta
WHEREAS the attached invoice was not pre-authorized by the RM of Minitonas Council:
THEREFORE BE IT RESOLVED THAT we do hereby agree to return said invoice ‘unpaid’ to the company with an explanation of the RM of Minitonas Policy.

9. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT By-Law No. 6/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of authorizing the requirements of obtaining an Aggregate Mining License and an Aggregate Transport License including, but not limited to the levies payable for said licenses, shall be introduced and read a first time this 8th day of August, 2012 A.D.

RESOLVED THAT By-Law No. 5/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of controlling any nuisance dogs, or dogs running at large in the municipality, shall be read a second time this 8th day of August, 2012 A.D.

RESOLVED THAT By-Law No. 5/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of controlling any nuisance dogs, or dogs running at large in the municipality, shall be read a third time 8th day of August, 2012 A.D., signed by the Reeve, and signed and sealed by the Chief Administrative Officer.

12. E. Rinsdorf – D. Klekta
WHEREAS the Summer Student for the Rural Municipality of Minitonas has requested that his employment with the municipality should end on July 27th, 2012 due to circumstances beyond his control;
AND WHEREAS Nicholas Watson has been temporarily filling the position under a contract service agreement;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas agrees to hire Nicholas Watson under the Hometown Green Team Program as the Full Time-Seasonal Summer Student under the terms and conditions attached hereto as Schedule ‘A’.

RESOLVED THAT the attached ad be placed in the Star & Times to provide Public Notice for the Board of Revision with regards to the 2012 Assessment Roll for the Rural Municipality of Minitonas, set for November 14th, 2012 at 10:00 am;
BE IT FURTHER RESOLVED THAT the deadline for submission of appeals to the Secretary of the Board shall be set at October 29th, 2012.

14. D. Klekta- E. Rinsdorf
WHEREAS the owner of the property known as Lot 25, Plan 1310 in the Rural Municipality of Minitonas has been provided with written notice on two occasions that the property is unsightly, detrimental to neighboring properties and in violation with the RM of Minitonas Zoning By-Law No. 1/2007;
AND WHEREAS the property owners have been given ample time to rectify the condition of the property, with letters including the actions to be taken by the municipality, should the condition of the property not be corrected;
THEREFORE BE IT RESOLVED THAT the attached letter shall be issued by registered mail to the owners of the aforementioned land, including the date and time on which the municipality will enter onto the property to remove all debris and rectify the condition of the property;
BE IT FURTHER RESOLVED THAT all costs associated with the removal of said debris shall be billed directly to the landowners and any revenue received from the salvage shall be put towards said costs and included in the report to the landowners.
