Regular Meeting of the members of Council of the Rural Municipality of Minitonas, held in Council Chambers, in Minitonas, Manitoba this 11th day of July, 2012 A.D. at 8:00 am.

RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT the minutes of the Regular Meetings of Council held on June 13th, 2012 and June 21st, 2012, shall be adopted as circulated.
Carried.

3. D. Klekta – W. Pacamaniuk
RESOLVED THAT the Bank Reconciliation and Financial Statement for the month ending June 30th, 2012 shall be adopted as presented.
Carried.

4. E. Rinsdorf – W. Pacamaniuk
RESOLVED THAT we do hereby authorize payment of the List of Accounts numbered 7052 to 7127 inclusive, amounting to $85,397.33.
Carried.

5. W. Pacamaniuk – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas does hereby accept the quote for repairs to the Public Works Shop in Minitonas as attached hereto.
Carried.

6. E. Rinsdorf – D. Klekta
WHEREAS past and present 4-H Clubs are celebrating the 100th Anniversary in Canada;
THEREFORE BE IT RESOLVED THAT the RM of Minitonas Council does hereby approve a donation of $100.00 to 4-H Manitoba, Valleys North for use in the purchase of signs for commemoration of past or existing 4-H Clubs in our area.

7. W. Pacamaniuk – D. Klekta
RESOLVED THAT the hourly fee charged for Public Works Labour, including the Summer Student, shall be updated as attached hereto;
BE IT FURTHER RESOLVED THAT the list of ‘Rental Rates’ and Transportation Policy ‘Trans 6’ shall be updated accordingly.

RESOLVED THAT the attached 1/8 page ad for the Swan Valley ‘Rec & Leisure Guide’ shall be approved for submission to the Star & Times.
Carried.

9. W. Pacamaniuk – E. Rinsdorf
WHEREAS the Council of the Rural Municipality of Minitonas has reviewed the updates to the Emergency Plan for the Swan Valley Emergency Measures District;
THEREFORE BE IT RESOLVED THAT the updates shall be approved as submitted.

10. E. Rinsdorf – D. Klekta
WHEREAS the attached Business License was issued to W.E.R.I. for construction of the Minitonas Lagoon Expansion, being a joint project of the RM of Minitonas and Town of Minitonas;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas does hereby approve the operation of said business within the boundary of the municipality as attached hereto.

11. W. Pacamaniuk – E. Rinsdorf
RESOLVED THAT the RM of Minitonas Council does hereby agree to dismantle & dispose of the old gantries in the North Shop & South Shop to ensure compliance with Workplace Safety & Health Regulations.
Carried.

12. D. Klekta – W. Pacamaniuk
RESOLVED THAT By-Law No. 5/2012, being a by-law of the Rural Municipality of Minitonas for the purpose of controlling any nuisance dogs, or dogs running at large in the municipality, shall be introduced and read a first time this 11th day of July, 2012 A.D.

WHEREAS the heavy rains experienced on May 27th, 2012 through to June 27th, 2012 have caused extensive damage to private property and public infrastructure in the Rural Municipality of Minitonas;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas requests that the Province of Manitoba – Manitoba Emergency Measures Organization provide disaster financial assistance for costs to repair damage to municipal infrastructure and private properties as applicable.

14. W. Pacamaniuk – D. Klekta
WHEREAS the high winds experienced on June 27th – June 29th, 2012 have caused extensive damage to private property and public infrastructure in the Rural Municipality of Minitonas;
THEREFORE BE IT RESOLVED THAT the Council of the Rural Municipality of Minitonas requests that the Province of Manitoba – Manitoba Emergency Measures Organization provide disaster financial assistance for costs to repair damage to municipal infrastructure and private properties as applicable.

15. E. Rinsdorf – W. Pacamaniuk
WHEREAS the attached written notice dated June 14, 2012 was received by the CAO regarding cancellation of an agreement for contract services;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas does hereby accept the cancellation of said contract effective July 14, 2012 as submitted.

16. D. Klekta – W. Pacamaniuk
RESOLVED THAT we do hereby agree to hire a student to assist with the maintenance of RM Properties as attached hereto.
Carried.

17. W. Pacamaniuk – D. Klekta
WHEREAS the attached application for snowplowing services was signed and submitted to the RM of Minitonas on November 25th, 2011 and;
WHEREAS the services were provided, but no payment was submitted to the municipality at the time of application, nor was a payment submitted at 2nd notice on December 31st, 2011;
THEREFORE BE IT RESOLVED THAT the Council of the RM of Minitonas does hereby agree to move the outstanding debt owing to the municipality in the amount of $250.00 to the land taxes for Roll No. 36050.000 as provided under Subsection 252(1) &(2) of The Municipal Act.

18. W. Pacamaniuk – D. Klekta
WHEREAS the RM of Minitonas is a partner in the Swan Valley Recycling Program, and wish to share the responsibility of the main depot;
THEREFORE BE IT RESOLVED THAT we do hereby agree to contribute a per capita annual fee as per Schedule ‘A’ attached hereto.

19. WHEREAS the RM of Minitonas is in agreement to the construction of a low level ford crossing on Road #219N – NW 16-37-25W;
THEREFORE BE IT RESOLVED THAT we do hereby authorize CAO, Carolyn Gordon to sign the application for said crossing on behalf of the municipality.

20. E. Rinsdorf – D. Klekta
RESOLVED THAT the Council of the RM of Minitonas does hereby accept the audited financial statements for the Swan Lake Conservation District as submitted.
Carried.

21. W. Pacamaniuk – D. Klekta
RESOLVED THAT we do now adjourn at 12:00 pm to meet again for the next Regular Meeting of Council on August 8th, 2012 at 8:00 am.
