Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 4th day of January, 2012 A.D. at 7:00 p.m.

RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J. Caruk – D. Bartel
RESOLVED THAT the Minutes of the Regular Meetings of Council held on December 7th, 2011 and December 14th, 2011 shall be adopted as circulated.
Carried.

3. D. Bartel – W. Robb
RESOLVED THAT we do hereby accept the attached quote for the application of spray foam insulation to the walls of the basement at the Minitonas Library under the Hometown Manitoba Grant awarded to the municipality in 2011.
Carried.

4. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has reviewed the attached recommendations for the positions of Fire Chief and Captain for the RM & Town of Minitonas Volunteer Fire Department;
THEREFORE BE IT RESOLVED THAT we do approve the List of Members of the RM & Town of Minitonas Volunteer Fire Department as per Schedule “B” attached hereto.

5. S. Windsor – D. Bartel
WHEREAS the Councils of the Town of Minitonas & RM of Minitonas have met and discussed the increased administrative workload and municipal responsibilities, and;
WHEREAS the two councils have reviewed the proposal for an additional administrative position, including the revised job descriptions;
THEREFORE BE IT RESOLVED THAT the Minitonas Town Council does hereby agree to the additional position of a second Assistant CAO, with the distribution of responsibilities as per the Job Descriptions attached hereto;
BE IT FURTHER RESOLVED THAT the new position and changes on job descriptions shall become effective February1st, 2012.

6. W. Robb – J. Caruk
RESOLVED THAT the Members of the Minitonas Town Council do hereby agree to the attached proposal for 2012 Salaries for the Joint Administrative Staff effective January 1, 2012;
BE IT FURTHER RESOLVED THAT the Current Maternity Leave shall be amended to terminate January 31, 2012, and Kasey Chartrand shall return to work on February 1st, 2012 as the Assistant CAO – RM under the new job description; and,
BE IT FURTHER RESOLVED THAT the administrative services of Sandy Nahnybida shall be retained under the new position of Assistant CAO – TOWN under the new job description.

7. S. Windsor – W. Robb
RESOLVED THAT the Public Works Report for the month of December, 2011 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.

8. D. Bartel – J. Caruk
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of December, 2011 shall be paid out with the December 31, 2011 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

9. J. Caruk – S. Windsor
RESOLVED THAT By-Law No. 1/2012. Being a By-Law of the Town of Minitonas to authorize the establishment of designated officer positions for the municipality, shall be introduced and read a first time this 4th day of January, 2012 A.D.

10. W. Robb – D. Bartel
RESOLVED THAT By-Law No. 1/2012, being a By-Law of the Town of Minitonas to authorize the establishment of designated officer positions for the municipality, shall be read a second time this 4th day of January, 2012 A.D.
Carried.

11. J. Caruk – W. Robb
RESOLVED THAT the Minitonas Town Council hereby appoints the CAO – Carolyn Gordon, the Assistant CAO – Kasey Chartrand, the Assistant CAO – Sandy Nahnybida, the Building Inspector – Louis Delaurier and the Development Officer – Ron Lewicki as Designated Officers for the municipality.

12. D. Bartel – S. Windsor
RESOLVED THAT the Council of the Town of Minitonas does hereby adopt the 2012 Wages and Salaries as per Schedule ‘A’ attached hereto.
Carried.

13. W. Robb – S. Windsor
WHEREAS the Town of Minitonas agrees to apply for 2 positions under the Hometown Green-Team Program with a start date of Position No. 1 to be May 1st, 2012 and a start date for Position No. 2 to be June 25th, 2012 with both positions ending on August 31st, 2012;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO, Carolyn Gordon to make the aforementioned application to the Province of Manitoba for funding on behalf of the municipality.

14. J. Caruk – D. Bartel
WHEREAS the Town of Minitonas requires further training and administrative services to complete the Workplace Safety & Health Orders still outstanding;
THEREFORE BE IT RESOLVED THAT we do hereby authorize the CAO, Carolyn Gordon to make arrangements for local training and completion of the procedures and documentation as required on behalf of the municipality.

15. S. Windsor – D. Bartel
RESOLVED THAT the Minitonas Town Council hereby authorizes any one of; the CAO – Carolyn Gordon, the Assistant CAO – Kasey Chartrand, or the Assistant CAO – Sandy Nahnybida, along with any one of ; the Mayor – Henry Barkowski or the Deputy Mayor – William Robb as signing officers for the municipality.

16. D. Bartel – J. Caruk
RESOLVED THAT the Council of the Town of Minitonas approves a special request for rental rates at the Town Hall as attached hereto.
Carried.

17. D. Bartel – J. Caruk
RESOLVED THAT we do hereby approve the attached repair work as a result of the annual safety inspection of the Town Public Works Truck.
Carried.

18. W. Robb – S. Windsor
RESOLVED THAT we do now adjourn at 10:30 pm to meet again for the next regular meeting of Council to be held on the 18th day of January, 2012 A.D.
