Town of Minitonas Minutes – September 6, 2011

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 6th day of September, 2011 A.D. at 7:00 p.m.

1. D. Bartel – S. Windsor
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J. Caruk – D. Bartel
RESOLVED THAT the Minutes of the Regular Meetings of Council held on August 17th, 2011, and the Special Meeting of Council held on August 24th, 2011 shall be adopted as circulated.
Carried.

3. W. Robb – S. Windsor
RESOLVED THAT approval of payment be made for the List of Accounts numbered 4359 to 4398 inclusive, amounting to $32,303.69.
Carried.

4. S. Windsor – J. Caruk
RESOLVED THAT the Bank Reconciliation for the month ending July 31st, 2011 and the Financial Statement for the month ending August 31st, 2011 shall be approved as presented.
Carried.

5. J. Caruk – D. Bartel
RESOLVED THAT the assessment changes as listed by Manitoba Local Government – Assessment Branch dated August 19th, 2011 shall be approved by the Minitonas Town Council as per the details attached hereto;
BE IT FURTHER RESOLVED THAT the necessary changes be made to the 2011 Assessment Roll under the authority of Sections 300(6) and 326 of The Municipal Act.

6. S. Windsor – W. Robb
WHEREAS there is a need to amend the time of the Town of Minitonas’ 2011 Tax Sale Auction, as set for Nov. 25th, 2011;
THEREFORE BE IT RESOLVED THAT the date shall remain the same, and the time of the auction shall be changed to 11:00 am with all postings, notices and advertising to be set accordingly.

7. J. Caruk – D. Bartel
WHEREAS the date for the Tax Sale for all properties in the Town of Minitonas with taxes owing for the year 2009 has been set for November 25, 2011 and;
WHEREAS the municipality has the authority under Section 372 of The Municipal Act to appoint a designated officer to bid on their behalf, and set a minimum bid on said properties;
THEREFORE BE IT RESOLVED THAT the minimum bid for any property being auctioned shall be set at the full amount owing for tax arrears and costs;
BE IT FURTHER RESOLVED THAT the CAO for the Town of Minitonas be appointed as the ‘Designated Officer’ to bid on any properties to be sold by auction on behalf of the municipality.

8. W. Robb – D. Bartel
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of August shall ne paid out with the Sept. 15th, 2011 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

9. S. Windsor – W. Robb
RESOLVED THAT the Public Works Report for the month of August shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.
Carried.

10. D. Bartel – W. Robb
RESOLVED THAT the Minitonas Town Council agrees to establish the attached Agreement for Contract Services as attached hereto.
Carried.

11. S. Windsor – J. Caruk
WHEREAS the Assistant Public Works Foreman is required to obtain certification in order to operate and maintain the Lagoon and Lift Station;
THEREFORE BE IT RESOLVED THAT registration shall be submitted for the Wastewater Treatment and Wastewater Collection Courses and Exams as attached hereto;
BE IT FURTHER RESOLVED THAT all applicable expenses shall be paid in accordance with the Town of Minitonas Employee Policy Manual and current Indemnity By-Law for the municipality.

12. W. Robb – D. Bartel
WHEREAS Breast Cancer is the most common cancer in Canadian women and is a serious disease that will affect 23,400 women, 190 men and their families this year, and;
WHEREAS it is of great importance that money raised for funding breast cancer research projects and community programs, and;
WHEREAS the Canadian Breast Cancer Foundation strives to be an effective advocate, a trusted leader, a respectful partner and a resourceful catalyst in creating a future without breast cancer;
THEREFORE I hereby proclaim the month of October 2011 as ‘Breast Cancer Awareness Month’ in the Town of Minitonas, Manitoba.

RESOLVED THAT we do now adjourn at 10:25 pm to meet again for the next regular meeting of Council to be held on the 5th day of October, 2011A.D.
