Town of Minitonas Minutes – August 17, 2011

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 17th day of August, 2011 A.D. at 7:00 p.m.

1. W. Robb – S. Windsor
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J. Caruk – D. Bartel
RESOLVED THAT the Minutes of the Regular Meetings of Council held on July 6th, 2011 and July 20th, 2011, and the Special Meeting of Council held on July 27th, 2011 shall be adopted as circulated.
Carried.

3. W. Robb – S. Windsor
RESOLVED THAT approval of payment be made for the List of Accounts numbered 4295 to 4358 inclusive, amounting to $54,233.36.
Carried.

4. D. Bartel – J. Caruk
RESOLVED THAT the Bank Reconciliation for the month ending June 30th, 2011 and the Financial Statement for the month ending July 31st, 2011 shall be approved as presented.
Carried.

5. J. Caruk – S. Windsor
WHEREAS the Minitonas Town Council has reviewed the CAO’s report on the performance of the Interim Assistant CAO;
AND WHEREAS the Council is in agreement with the comments and recommendation of that report;
THEREFORE BE IT RESOLVED THAT we do hereby agree to ratify the recommendations made by the RM of Minitonas Council as per the copy of Schedule ‘A’ to the RM of Minitonas’ Council Resolution No. 6 dated August 10, 2011 which has been attached hereto.

6. S. Windsor – D. Bartel
RESOLVED THAT the Council of the Town of Minitonas agrees to place the attached Ad in the Swan Valley Rec & Leisure Guide.
Carried.

7. W. Robb – S. Windsor
RESOLVED THAT the Council of the Town of Minitonas agrees to provide free usage of the Minitonas Fire Hall for First Aid Courses on September 17 & 18, 2011 as per the terms & conditions attached hereto;
BE IT FURTHER RESOLVED THAT any future requests shall be approved provided that the Fire Chief offers approval of the course dates & in accordance with the attached terms & conditions.

8. J. Caruk – W. Robb
RESOLVED THAT the Building Permits for the months of January to August, 2011 shall be accepted as attached hereto.
Carried.

9. W. Robb – D. Bartel
RESOLVED THAT the Mayor & Council shall sit as a Board of Revision for the 2012 Assessment Rolls for the Town of Minitonas on November 2nd, 2011 at 8:00 pm in the Council Chambers at the Minitonas Municipal Office;
BE IT FURTHER RESOLVED THAT all members of council shall be appointed as members of the Board of Revision, that Mayor – Henry Barkowski shall be appointed as the Chairperson, and that CAO – Carolyn Gordon shall be appointed as the Recording Secretary to hear appeals to the real property, personal property and business property assessment rolls for 2012.

10. S. Windsor – W. Robb
RESOLVED THAT the attached ad be placed in the Star & Times with regards to the Public Notice for the Board of Revision for the 2012 Assessment Roll – Town of Minitonas, as set for November 2nd, 2011;
BE IT FURTHER RESOLVED THAT the deadline for submissions of appeals to the Secretary of the Board shall be set at October 17th, 2011.

11. D. Bartel – J. Caruk
RESOLVED THAT the Public Works Report for the month of July, 2011 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.
Carried.

12. W. Robb – S. Windsor
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of July, 2011 shall be paid out with the August 30, 2011 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

13. D. Bartel – J. Caruk
RESOLVED THAT the attached request for vacation shall be approved as requested.
Carried.

14. W. Robb – S. Windsor
RESOLVED THAT the Minitonas Town Council accepts the August 15, 2011 Report from the Age Friendly Committee as submitted.

15. D. Bartel – W. Robb
WHEREAS the CAO will be attending a PSAB Seminar in Brandon on September 8th, 2011 and will be travelling to the seminar at the time of the regularly scheduled September Council Meeting;
THEREFORE BE IT RESOLVED THAT we do now adjourn at 10:00 pm to meet again for the next regular meeting of Council to be held on Tuesday, the 6th day of September, 2011 A.D. at 7:00 pm.
