Town of Minitonas Minutes – July 6, 2011

Regular Meeting of the members of Council of the Town of Minitonas, held in the Council Chambers, Minitonas, Manitoba this 6th day of July, 2011 A.D. at 7:00 p.m.

1. W. Robb – S. Windsor
RESOLVED THAT the Agenda be adopted as amended.
Carried.

2. J. Caruk – D. Bartel
RESOLVED THAT the Minutes of the Regular Meetings of Council held on June 1st, 2011 and June 15th, 2011 and the Special Meeting of Council held on June 20th, 2011 shall be adopted as circulated.
Carried.

3. W. Robb – S. Windsor
RESOLVED THAT approval of payment be made for the List of Accounts numbered 4232 to 4294 inclusive, amounting to $53,645.16.
Carried.

4. W. Robb – D. Bartel
RESOLVED THAT the Bank Reconciliation for the month ending May 31st, 2011 shall be approved as presented.
Carried.

5. W. Robb – J. Caruk
WHEREAS the Town & RM of Minitonas are undertaking a joint project to expand the Minitonas Lagoon, and a supply of clay is required for the project;
AND WHEREAS the Town Council has reviewed and approval of the terms and conditions of the attached agreement for the purchase of said clay;
THEREFORE BE IT RESOLVED THAT we do hereby agree to enter into an agreement with the RM of Minitonas and Lorne Cryderman as per the terms and conditions of the aforementioned agreement, a copy of which is attached hereto.

6. J. Caruk – D. Bartel
WHEREAS the Swan Valley Chamber of Commerce was unable to secure a grant from the Province of Manitoba for the Summer Student hired to maintain the grounds at the Tourist Information Centre Yard, and providing information to visitors;
THEREFORE BE IT RESOLVED THAT the Town of Minitonas shall make a grant of $125 to the Swan Valley Chamber of Commerce for assistance with the Summer Student Wages for 2011.

7. W. Robb – S. Windsor
WHEREAS the RM & Town of Minitonas Fire Protection Committee have submitted the attached recommendation regarding responses to 911 Fire Calls outside the Swan Valley Mutual Aid District; and
WHEREAS representatives from the RM of Mountain attended the June 20th, 2011 Fire Call Committee Meeting and clarified their desire NOT to have the Minitonas Fire Department provide fire protection services, as they feel currently have sufficient fire protection within their own municipality and Mutual Aid District, and;
WHEREAS the Minitonas Town Council, having legislative responsibility for the fire department, has reviewed the committee recommendation with the members of the RM of Minitonas Council present at the aforementioned meeting and approve the attached recommendation of the committee;
THEREFORE BE IT RESOLVED THAT the RM & Town of Minitonas Fire Department shall be advised that, until further notice, they should NOT respond to 911 Fire Calls outside the Swan Valley Mutual Aid District;
BE IT FURTHER RESOLVED THAT, should the RM of Mountain come to the RM & Town of Minitonas Fire Protection Committee in the future with a request for 911 Fire Protection and an agreement for provision of such services, the committee will be open to make a recommendation to consider their request.

8. J. Caruk – D. Bartel
WHEREAS the patients transported from the Swan Valley Health Facilities via ambulance have some of the longest distances to travel in all of Manitoba, and;
WHEREAS the same patients are suffering undue hardships because of the lengthy and rough rides in these ambulances;
THEREFORE BE IT RESOLVED THAT the Council of the Town of Minitonas shall request the Parkland Regional Health Authority and Manitoba Health replace at least one of the existing ambulances that service the Swan River Valley with a new model that is built for long distance travel, making patient comfort a primary concern.

9. S. Windsor – W. Robb
RESOLVED THAT the 2010 Audit Report for the Swan Valley Emergency Measures District shall be accepted as submitted, a copy of which is attached hereto.

10. W. Robb – J. Caruk
WHEREAS the Public Works Employee Overtime Reports have been received & reviewed by Council;
THEREFORE BE IT RESOLVED THAT all applicable overtime hours recorded for the month of June, 2011 shall be paid out with the July 15th, 2011 payroll or booked for future use as indicated on the aforementioned reports, copies of which have been attached hereto.

11. S. Windsor – D. Bartel
RESOLVED THAT the Public Works Report for the month ending June, 2011 shall be accepted as submitted by the Town Foreman, a copy of which is attached hereto.
Carried.

12. W. Robb – S. Windsor
That the Following Mayor’s Proclamation shall be made as follows:
WHEREAS Statistics Canada will conduct the National Household Survey (NHS) in June and July, 2011; and
WHEREAS the Town of Minitonas supports the NHS because NHS information is important for our community and is vital for planning services such as child care, schooling, family services, housing, roads and public transportation, and skills training for employment; and
WHEREAS the Statistics Act requires that personal information provided on NHS questionnaires will be kept strictly confidential; and
THEREFORE I, Henry Barkowski, Mayor of the Town of Minitonas do hereby call upon all residents who are selected for the NHS to complete and return their NHS questionnaires online at www.nhs.statcan.gc.ca or by mail, as soon as possible.

RESOLVED THAT we do now adjourn at 10:00 pm to meet again for the next regular meeting of Council to be held on the 20th day of July, 2011 A.D.
