Minutes of the Regular Meeting of the Council of the Rural Municipality of Swan River, held in the Council Chamber at 216 Main Street West, Swan River, Manitoba on Tuesday, June 28th, 2011 at 7:30 p.m..

RESOLVED that council accept the request for medical leave from Richard Barteski, subject to review by council on July 26, 2011.

WHEREAS the patients being transported from the Swan Valley Health Facilities via ambulance have some of the longest distances to travel in the Province of Manitoba;
AND WHEREAS these same patients are suffering undue hardship because of the rough ride experienced in the current ambulances;
NOW THEREFORE BE IT RESOLVED that the Rural Municipality of Swan River requests that the Parkland Regional Health Authority and Manitoba Health pursue replacing existing ambulances serving the Swan Valley Health Facilities with units equipped air ride suspension or other equipment suitable to improve the comfort level for long distance transport.

WHEREAS the following quotes as attached have been received for the supplying of a 2011 Photocopier (after trade in allowance):

Service & Repair 1.2 cents per copy

Ricoh MP 2851 SP $4,562.00
Service & Repair 1.4 cents per copy

THEREFORE BE IT RESOLVED that the Rural Municipality of Swan River agree to purchase the Ricoh Model MP 2851 SP for an amount of $4,562.00 plus tax and that the amount of same be transferred from the General Reserve Account.

RESOLVED that By-Law No. 2421-11, being a by-law of the Rural Municipality of Swan River, to amend it’s By-Law No. 2413-10 to authorize the Expenditure and Borrowing of money for Paving of Certain Streets in the Potten Drive Area as a local improvement be read a second time.

WHEREAS Manitoba Muncipalities are struggling to meet a growing list of challenges and responsibilities, including health care, affordable housing, and infrastructure;
AND WHEREAS the most pressing of these is a growing backlog of infrastructure in need of repair and replacement, including streets and roads; deteriorating bridges and public facilities such as areans and community centres;
AND WHEREAS Manitoba’s municipal infrastructure deficit is estimated at more the $11 billion, or $10,000 per resident, which is beyond the capacity of municipal governments and local property taxpayers;
AND WHEREAS the Rural Municipality of Swan River is experiencing a rapidly growing deterioration of our municipal infrastructure, being mainly roads and bridges;
AND WHEREAS this infrastructure deficit has serious consequences for the quality of life of our residents and the economic well being of our community and province;
THEREFORE BE IT RESOLVED that the Rual Municipality of Swan River council calls on all parties in the October 4th provincial election to put communities first and commit to allocating additional provincial resources to repairing and upgrading municipal infrastructure.

WHEREAS the following quotes as attached have been received for supplying of a 2011 Motor Grader (after trade allowance):
1. Toronot Cat.-Caterpillar Model 160M Motor Grader $170,000.00
2. Westcon Equipment-Volvo G970 Motor Grader $143,441.00
with the addition of an 11 speed transmission
3. Brandt Tractor-John Deere 870G Motor Grader $156,000.00
THEREFORE BE IT RESOLVED that the Rural Municipality of Swan River agree to purchase a Westcon-Volvo G970 2011 Motor Grader with 11 speed transmission for an amount of $143,441.00 plus tax.
