Town of Swan River Minutes – April 19, 2011

The Council of the Town of Swan River held its regular meeting on Tuesday, April 19th, 2011 at 7:30 p.m. in the Town Council Chambers with Mayor McKenzie presiding and Councillors Scales, Jacobson, Friesen, Bobick, Delaurier and Sakal present.

Minutes:

1. RESOLVED that the Agenda for the April 19th, 2011 regular meeting of Council be received.

2. RESOLVED that the minutes of the April 5th, 2011 regular meeting of Council be adopted as received.

3. RESOLVED that the 2011 Traffic Paint quotation from Rona Building Centre in the amount of $6,460.00 plus taxes be approved.

4. RESOLVED that a donation in the amount of $50.00 be approved for the Taylor School Parent Advisory Council to assist with expenses incurred in hosting the 16th annual “Fun Festival” on June 3rd, 2011.

5. RESOLVED that a donation in the amount of $100.00 be approved to the Swan River Centennial Folk Festival Committee to assist with advertising costs in promoting the Folk Fest being held June 10th and 11th, 2011, in Swan River, Manitoba.

6. RESOLVED that application for approval for MTS to install facilities on municipal right-of-way as outlined in MTS File 9079122 dated April 15th, 2011 be hereby approved.

7. RESOLVED that By-Law No. 2/2011 being a By-law of the Town of Swan River to amend By-Law No. 2/2009 authorizing the borrowing for renewal of water mains, sewer main and storm sewer renewals, base work and any other related works on Main Street between 4th and 9th Avenue be read a first time.

8. WHEREAS Mayor McKenzie, Councillor Friesen and Bobick and Superintendent of Works Derek Poole attended the AMM Municipal Officals Seminar and Trade Show held in Brandon, MB, April 13th & 14th, 2011.

THEREFORE BE IT RESOLVED that the council member indemnity, meal allowance and accommodations be authorized for payment as per By-Law No. 7/2008 and the Travel Policy of the Town of Swan River.

9. RESOLVED that the Superintendent of Works and Building Inspection Reports be received.

11. RESOLVED that the Swan Valley Planning District  2011 Budget be hereby approved.

12. RESOLVED that the accounts as follows be hereby approved for payment:

(1)  General Accounts from Cheque No.9535 to No. 9610 for a total of $276,956.47.
(2)  Payroll Account from Cheque No. 2604 to No. 2612 for a total of $70,732.20.

13. RESOLVED that the Council of the Town of Swan River authorize Blaine Healey to hunt crows within the Town boundaries as a deterrent to the West Nile Virus and that he be reimbursed as per Schedule “A”  attached hereto.

14. RESOLVED that members of the Town of Swan River’s Workplace Safety & Health Committee members be authorized to attend the Safety Health Committee Training being offered in Swan River, MB, May 3rd, 4th and 5th, 2011.

16. RESOLVED that the Folk Festival, hosted by the Swan River Folk Festival Committee and being held June 10th & 11th, 2011 at the Swan River Curling Rink, Swan River, Manitoba be declared a Community Event involving the entire community.

18. RESOLVED that the Financial Statement for the year ended December 31st, 2010 be adopted.
