Minutes of the Regular Meeting of the Council of the Rural Municipality of Swan River, held in the Council Chamber at 216 Main Street West, Swan River, Manitoba on Tuesday, April 26th, 2011 at 7:30 p.m.

RESOLVED that the Minutes of the Regular Council Meeting held on Tuesday, April 12th, 2011, and the Special Meeting held on Tuesday, April 19th, 2011 be adopted as received.

RESOLVED that By-Law No. 2419-11 being a by-law of The Rural Municipality of Swan River to amend Zoning By-Law No. 2382-04 being a by-law of The Rural Municipality of Swan River to regulate the use and development of land be read a second time.

RESOLVED that Reeve, Lorne Henkelman, be authorized to attend to R.M. business in Dauphin on Friday, April 29, 2011 and that indemnity and expenses be paid.

WHEREAS Jason Eisner has applied to Council for a Conditional Use Permit on Lot 1, Plan 49444 (pt. NE 17-36-27W) for an establishment for the sales, storage or distribution of agricultural supplies, equipment or structures in an “AG” Agriculture General Zone set out as a conditional use in Table 4.1 of Zoning By-Law No. 2383-04 and no objections have been received;

NOW THEREFORE BE IT RESOLVED that Council in meeting duly assembled hereby approve said application subject to the conditions as attached.

WHEREAS it has become necessary for the Rural Municipality of Swan River together with other municipalities in the Swan Valley to each provide funding in the amount equal to one quarter of a mill in tax dollars to the Swan Valley Health Facilities Foundation Inc. for the purpose of retaining existing doctors and recruiting new doctors to our area;

AND WHEREAS it is the responsibility of the Province of Manitoba to provide quality health care to provincial residents;

AND WHEREAS it is not currently the mandate of the local health authorities to provide funding for the retention and recruitment of health care professionals;

AND WHEREAS the ten thousand (10,000) plus residents of the Swan River Valley are finding it more difficult to receive proper health care in the Swan River Health Facility due to lack of sufficient doctors, especially when maternity services have been regularly suspended and simple surgical procedures are unavailable due to these shortages;

AND WHEREAS there are many other municipalities in Manitoba that also provide funding for retention and recruitment of health professionals;

NOW THEREFORE BE IT RESOLVED that Council of the Rural Municipality of Swan River does hereby request that the Association of Manitoba Municipalities consider an appeal to the Province of Manitoba to consider a financial contribution equal to or greater than the funding provided by Manitoba Municipalities to their local Regional Health Authorities of their local Health facilities for the purpose of funding the Retention and Recruitment of Health Care Professionals;

BE IT FURTHER RESOLVED that the resolution shall be forwarded to the Association of Manitoba Municipalities, the MLA for Swan River, the MP for Dauphin-Swan River-Marquette, the Minister of Health for the Province of Manitoba, the Deputy Premier, and the Premier.

WHEREAS the Rural Municipality of Swan River has experienced excessively high amounts of spring run off water flow in all of it’s rivers, creeks, streams and drains, and this increase has caused extensive overland flooding and damage to infrastructure in all areas of the Municipality, making repairs very costly to the Municipality and it’s residents;

THEREFORE BE IT RESOLVED that the Council of the Rural Municipality of Swan River hereby declare the Municipality a disaster area and request Disaster Financial Assistance from the Province for the Public and Private sectors.

RESOLVED that the General Inventory on Hand as at December 31, 2010 in the amount of $45,414.52 be approved and recorded in the 2010 year end Financial Plan.

TERMINATION OF STATE OF LOCAL EMERGENCY Pursuant to Section 15(1) of the Emergency Measures Act, the Council of the Rural Municipality of Swan River declares that the State of Local Emergency is terminated in the boundaries of the municipality effective April 27, 2011.
